U.S. Army Capability Program Executive Combat Sustainment headquartered here, welcomed its new Capability Program Executive, Michelle Link, and bade farewell to outgoing CPE Brig. Gen. Camilla White in a June 9 ceremony.
Link comes to CPE CS from its sister CPE, Ground (Combat Platforms,) also headquartered here. She served there since 2009, having been appointed Deputy Program Executive Officer, Ground Combat Systems (PEO GCS) in June 2024, followed by appointment as Acting PEO GCS July 2025. In response to the Army’s Acquisition Reform efforts, PEO GCS was renamed Capability Program Executive Ground (Combat Platforms,) and she was subsequently appointed Deputy Capability Program Executive Ground (Combat Platforms) in January 2026.
White’s new assignment takes her to the Pentagon.
“This organization has secured a legacy of unbroken sustainment that has carried the Army through every mile of the last part of the 20th and into the first two and a half decades of the 21st century,” said White.
“You are the best acquisition formation in the U.S. Army. As you reach ever higher heights, please continue to remember the ‘why’ – Soldiers,” she added.
As CPE CS, Link will provide professional and executive management for the development, systems integration, testing, sustainment, and modernization of nearly 300 programs across the Army spanning its Engineer, Ordnance, Quartermaster, and Transportation portfolios. The Combat Sustainment CPE executes program lifecycle management, with a focus on transforming requirements into capabilities, delivering modernized tactical wheeled vehicles, engineering equipment, watercraft, power generation systems, and other force sustainment and training capabilities to Army, Joint, and global partners. In Fiscal Year 2025 alone, CPE CS’ nearly 1,000 teammates across four states managed $11.9 billion across the Future Years Defense Program, and fielded nearly 24,000 systems.
Maj. Gen. Christopher Schneider, the new portfolio acquisition executive Agile Sustainment & Ammunition, who officiated the ceremony, lauded the CPE CS workforce, saying the team is highly regarded and is known for fielding tens of thousands of systems on average each year.
Link is DAWIA certified in Program Management (Advanced,) Life Cycle Logistics (Advanced,) and Engineering & Technical Management (Practitioner.)
In her initial address to the CPE team and many industry partners, she said, “You are dedicated, diligent and professional. You strive to be the team of choice – transforming combat support capabilities every day, and you continuously excel.”
“You stand on the shoulders of giants, some of whom are here today with us,” she continued. “The phrase ‘People are the Army’ reflects the belief that Soldiers are not just in the Army – they are the Army. This means the Army’s strength lies in its people: their skills, resilience, judgment, and ability to work together as cohesive teams. Equipment and technology are tools, but it is human capabilities that determine success.”
In addition to her Army Acquisition career, Link is a major general in the U.S. Army Reserve. Commissioned as an Engineer Officer, she has served in Active, Reserve, and Army National Guard units throughout her military career. Her current USAR assignment is as Commanding General, U.S. Reserve Innovation Command in Houston. She assumed command in June 2024.
