TOBYHANNA, Pa. - Tobyhanna Army Depot recently highlighted the critical role of exceptional leadership within its ranks by naming two new Supervisors of the Quarter.

Stephen Kelczewski, Chief of the Planning Branch, and Manuel Aguilar, Chief of the SEASPARROW Branch, were selected as Supervisor of the Quarter for the first and second quarters of the fiscal year, respectively. Kelczewski works in the Installation Services Directorate while Aguilar works in the Mission Execution Directorate.

Honorees are nominated by subordinates, peers or their superiors; those nominations are subsequently examined by a panel of judges based upon four criteria: accomplishment of duties; how effectively the nominee sets an example to others; efforts to improve local productivity; and how the nominee embodies the Army’s core values.

Outstanding performance and selfless service define Kelczewski’s leadership style, wrote Public Works Division Chief James Wisnewski.

“Stephen consistently places the needs of the mission and his team before his own. He frequently goes above and beyond the standard requirements of his position, working tirelessly to ensure every task is completed to the highest standard. This dedication often means putting in extra effort to support his team and ensure mission success without any expectation of personal recognition. He is the first to volunteer for challenging assignments and the last to leave when there is work to be done. His commitment is a testament to his character and dedication to the service,” adding that Kelczewski’s technical skills know no bounds.

“He expertly managed and responded to 14 formal taskings from headquarters, ensuring all deadlines were met with the highest degree of accuracy. His diligence was further showcased in the successful renewal of eight critical service contracts, securing support for our operations. He meticulously completed all required regulatory reports, maintaining our compliance and operational integrity. Furthermore, his proactive oversight of the Army housing project was instrumental in keeping this major initiative on its demanding schedule.”

Aguilar received the honor for “exceptional professionalism, mission focus, and unwavering commitment to improving Tobyhanna Army Depot’s SEASPARROW program,” according to nominator Russell Wright. Wright serves as the Chief of the Mission Execution Directorate’s Intelligence, Surveillance and Reconnaissance Division.

In addition, Wright lauded Aguilar’s humble approach to a new leadership mission – an effort that yielded big results.

“He [Aguilar] completed a two‑day visit to Yorktown Naval Weapons Station to observe system testing, review supply chain processes, and engage senior SEASPARROW Program Manager team leaders on production shortfalls and improvement opportunities. Later, he traveled to Naval Base San Diego to meet with Tobyhanna Field Support Teams working SEASPARROW and RAM Launcher missions. His leadership increased production throughput, strengthened customer confidence, and improved organizational processes across the commodity,” Wright wrote in the nomination package.

When presented the award, Aguilar said he was both surprised and thankful to those who helped him earn the title of Supervisor of the Quarter.

“Receiving this recognition is an honor. But it really reflects the hard work and dedication to meeting mission requirements by my team. I am proud of what we’ve accomplished together,” he emphasized.

Comprehensive employee recognition programs are a key tenet of TOBY2035, TYAD’s long-range strategic plan. The plan, which has four focus areas – Investing in Our People, C5ISR Readiness, Shape the Future and Strategic Communications, aims to posture the depot to meet the future needs of the joint warfighter on a multidomain battlefield.

Tobyhanna Army Depot (TYAD) is designated as the Center of Industrial and Technical Excellence for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance, electronics, avionics, and missile guidance and control.  TYAD provides cradle-to-grave lifecycle support through depot-level repair, systems integration, software and cyber engineering, and field support. A key enabler of operational readiness for Joint and Allied Forces globally, TYAD leverages new and emerging technologies to further expand the Department of War’s organic capabilities for microelectronics, secure communications infrastructure, unmanned aerial systems, Joint All-Domain Command and Control, Integrated Air and Missile Defense, and the Army’s Next Generation Combat Systems. TYAD’s ability to rapidly surge production, deploy field support teams, and scale for contingency or theater-level operations makes it a vital contributor to strategic readiness and operational reach.
