FORT HUACHUCA, Ariz. — The communications security community celebrated the highly anticipated return of its modernized forum, renamed COMSEC Integration for Protecting and Hardening Environments for Resilience, held May 4-7, 2026. CIPHER is a COMSEC community collaboration and training forum hosted annually by the U.S. Army Information Systems Engineering Command, a Communications-Electronics Command major subordinate command.
Formerly known as the Global Integrated Partnership for COMSEC, or GIPC, the CIPHER forum was a resounding success, welcoming more than 350 members of the COMSEC community and expressing enthusiasm for the return of this critical gathering. CIPHER continues to serve as a cornerstone event for the COMSEC community, providing attendees with unparalleled opportunities to learn the latest information about COMSEC policies and procedures. This COMSEC community forum allows attendees to gain valuable experience, collaborate directly with subject matter experts, and engage in meaningful discussions with the leaders who make and influence Army COMSEC decisions.
On May 4, the week commenced with a highly successful icebreaker social at Doc’s Watering Hole, a veteran-owned venue in Sierra Vista, Arizona. The event attracted almost 200 attendees, establishing a welcoming, networking environment for collaboration and training events in the days ahead.
For the first time, USAISEC broadcast the general assemblies live on Microsoft Teams for those unable to attend in person. During the general assemblies, attendees received 15 comprehensive briefings in total provided by key stakeholder partners, such as the U.S. Army Cyber Command; Department of the Army Headquarters G-2 and G-6; U.S. Transportation Command; U.S. Army Force Management Support Agency; Program Executive Office Command, Control, Communications and Network; Defense Courier Division and Product Manager, COMSEC. This forum featured a robust schedule designed to address current COMSEC challenges, initiatives, and strategic alignments.
On May 5, the general assembly concluded with a highlight: the annual Key Management Infrastructure Operating Account Manager Award was presented to Michelle Sutera of the Maryland Army National Guard's Joint Force Headquarters, G6. This award required 100 % COMSEC materiel accountability and a satisfactory audit rating with no findings during inspections.
“The strength of Army COMSEC has always come from our KOAMs and users in the field,” said Steven Downer, director of the USAISEC COMSEC Directorate. “That’s why recognizing our KOAM of the Year matters, and it’s why we’re modernizing how we support them.”
On May 7, Downer briefed the general assembly regarding the recent implementation of the Communications Security Operations Center during the final general assembly. Downer explained the CSOC uses continuous data integration to shift COMSEC management from a reactive approach to a predictive defense model. The CSOC accomplishes this by monitoring COMSEC readiness and analyzing account health, compliance, and risk. The CSOC monitoring activities allow proactive mitigation and forecasting to ensure Army networks remain secure, resilient, and ready for complex operations.
“Modernizing the event mirrors how we’re modernizing COMSEC through the CSOC, virtual audits and data-driven readiness tools that turn complexity into capability,” Downer said.
Additionally, CIPHER offered 28 specialized group sessions led by COMSEC subject matter experts from various organizations, allowing personnel to explore specific technical and operational COMSEC topics in greater depth. As a pilot test, USAISEC broadcast the Force Management System Website group session live on Microsoft Teams to explore offering all the group sessions in a hybrid setting in the future.
To modernize feedback collection from the COMSEC community, USAISEC also implemented online feedback forms for CIPHER attendees. The data collected from these online forms will enable USAISEC to improve future events and ensure successful training, collaboration, and networking for the COMSEC community.
The successful execution of the 2026 CIPHER forum marks a pivotal moment in the modernization of the Army’s COMSEC. By integrating hybrid attendance options, adopting data-driven feedback mechanisms, and unveiling forward-leaning initiatives like the CSOC, USAISEC is actively shaping the future of COMSEC to be more accessible and impactful than ever before. As the global threat landscape continues to evolve, the insights, collaboration, and training fostered at this cornerstone event will ensure the COMSEC community remains proactive, resilient, and fully equipped to turn operational complexity into mission-ready capability.
