Army announces next phase of its strategic capital initiatives, targeting critical minerals and advanced manufacturing

The U.S. Army is moving forward with the first tranche of public-private partnerships under the Strategic Capital Initiative (SCI), a program designed to harness private-sector innovation and investment to modernize the Army's industrial base and strengthen national security. After a successful launch, the Army is announcing the focus for its next set of projects and an expanded opportunity for industry to collaborate on advanced manufacturing.

An RFP for Critical Mineral Development was published on May 15, 2026, marking a significant step in executing the initiative.

Tranche 1 Initiatives:

The first wave of projects focuses on two of the Army's six strategic pillars:

  • Pillar 6: Critical Mineral Development: To reduce reliance on foreign sources, the Army is establishing Enhanced Use Leases (EULs) at several installations to facilitate the processing of critical minerals, including Neodymium at Tobyhanna Army Depot, Lithium at Red River Army Depot (RRAD), and a range of Rare Earth Elements at Tooele Army Depot.
  • Pillar 5: Advanced Manufacturing and Technology Adoption: The Army is initiating four major co-production initiatives to integrate advanced industry capabilities at Army Depots and Ammunition Plants. These partnerships will modernize munitions, sustainment, and aviation capabilities at Corpus Christi Army Depot, McAlester Army Ammunition Plant, Red River Army Depot, and Pine Bluff Arsenal.

Upcoming Initiatives:

Tranche 2 Focus: Energy Resilience and Dominance:
The Army announces that the second tranche of the Strategic Capital Initiative will focus on Pillar 1: Energy Resilience and Dominance. The goal is to partner with industry to develop reliable, independent power grids and energy storage solutions to ensure mission readiness across Army installations, reducing dependence on a vulnerable civilian power grid.

New CSO for Advanced Manufacturing (Pillar 5):
In the first weeks of June, the Army will release a Commercial Solutions Opening (CSO) seeking innovative proposals on modernizing the Organic Industrial Base (OIB) through Industry 4.0/5.0 integration. This initiative invites industry to pitch privately funded capital improvement projects and commercial technologies to modernize existing repair and overhaul lines or establish new advanced manufacturing lines at key Army depots.

The CSO will seek solution briefs targeting the following facilities and production lines:

  • Anniston Army Depot (ANAD): Repair and overhaul of M88 and M1 Abrams engine and transmission systems.
  • Red River Army Depot (RRAD): New manufacturing of track shoes, road wheels, and tire assemblies for tactical and combat vehicles.
  • Corpus Christi Army Depot (CCAD): Repair, overhaul, and new manufacturing of various rotary-wing components, including engines, transmissions, rotor blades, and bearings.
  • Tobyhanna Army Depot (TYAD): New manufacturing for wiring harness connectors and raw printed circuit boards.

Under this partnership model, the industry partner will fund 100 percent of the capital expenditures for modernization. In return, the partner will be guaranteed a portion of the production capacity for its own commercial use, a cooperative arrangement that enhances the OIB's utilization and resilience while ensuring military production requirements retain absolute priority. These initiatives represent a critical step in the Army's long-term strategy to build a more resilient, modern, and capable industrial base through strategic partnerships.
