Tomaino, Lyons named Tobyhanna Army Depot Employees of the Quarter

Tobyhanna Army Depot has named its employees of the quarter for the 1st quarter of FY26. Both Pasco Tomaino, who earned senior category recognition, and Janice Lyons who attained the junior category honor, were honored for their proactivity and dedication to making Tobyhanna Army Depot a more efficient readiness provider for our nation’s heroes.

Tomaino, an Engineering Technician, was named Tobyhanna Army Depot’s Employee of the Quarter, Senior Category, for his work in Tobyhanna’s Division of Public Works’ Engineering Branch.

Tomaino’s supervisor & Tobyhanna Army Depot’s Engineering Branch Chief Coleman Nee described Tomaino as “setting a powerful standard through his exceptional work ethic and dedication.”

Tomaino went above and beyond by voluntarily reviewing 40 statements of work, independent government estimates, and architect engineering specifications for construction contracts.

In addition to these cost-saving initiatives, Tomaino displayed innovation and ingenuity in proposing an alternative solution for a boiler malfunction, which saved Tobyhanna $550,000.

Nee said Tomaino’s efforts, including his volunteering to mentor new employees and desire to foster talent within the branch, have inspired his fellow team members through leading by example.

“A respected and valued member of the Engineering Branch, Pasco remains humble in his daily actions while consistently demonstrating a profound desire to serve others. He maintains an open line of communication with his subordinates, peers, and management, setting an exemplary standard for all to follow. Mr. Tomaino is a cornerstone of the Engineering Branch, always willing to contribute to improvements that ensure Tobyhanna remains architecturally up-to-date and a safe, secure environment for all employees, family members, and visitors,” said Nee.

That same humility and willingness to serve others commended by Nee was evident in Tomaino’s response to earning Employee of the Quarter recognition. Tomaino shares the honor with his team and points to the difference his work makes as the greatest reward.

“I'm humbled to be recognized. We have a great team of folks, and together we've faced many challenges and achieved great results. I am grateful for their support and commitment. It’s rewarding to see a project through from start to finish and to know that my work is making a difference,” said Tomaino.

Management Assistant Janice Lyons has earned her Employee of the Quarter recognition for the critical role she played in ensuring a smooth transition through recent reorganizations of the Mission Execution Directorate that improved effectiveness and productivity.

By coordinating communication, managing logistical details, and providing essential support to employees, Lyons helped maintain morale during these changes. Her leadership was invaluable in facilitating cost center moves and navigating complex challenges. Her effective coordination and communication with stakeholders, was invaluable to ensure transitions were seamless, efficient, and completed on time.

As the reviewer of time entry for 900 employees, Lyons plays a crucial role in ensuring that time is accurately recorded and submitted promptly. This responsibility reflects her selfless service, as she dedicates countless hours to meticulously reviewing entries and resolving discrepancies.

According to Mission Execution Director Nathan Thomas, Lyons works tirelessly behind the scenes supporting payroll accuracy and fostering employee trust. Her commitment to prioritizing the collective needs of the workforce enhances operational efficiency and demonstrates her understanding of the impact timely and accurate payroll has on employee morale and satisfaction.

Thomas lauded Lyons for her exemplary service to both the depot and the nation.

“Mrs. Lyons is an exemplary Management Assistant whose performance consistently surpasses all expectations. She meticulously processes all personnel actions for 900 employees since the reorganization to Mission Execution Directorate, handling critical tasks such as recruitment fills, temporary promotions, details, and reassignments,” said Thomas. “Ms. Lyons works closely with Directors, Division Chiefs, and Branch Chiefs, diligently tracking all relevant information. Her efforts are vital in creating a supportive environment.”

Lyons was surprised to learn of her selection as employee of the quarter and credited the strong support system that surrounds her as a source of inspiration.

“What a great honor to be recognized for my hard work and dedication, it makes me feel so appreciated. It is the best feeling to help my peers or guide them in the right direction,” said Lyons. “I truly enjoy my job and anything I can do to support the warfighter. Having wonderful coworkers and trusted leadership inspires me to do my best work.”

The Employee of the Quarter awards and other employee recognition programs align with Tobyhanna's long-range strategic plan, TOBY2035 - specifically the Invest in Our People line of effort. The goal of Tobyhanna Army Depot’s plan is to strive to position Tobyhanna for success in the coming years as the Department of War's premier worldwide C5ISR readiness provider.

Tobyhanna Army Depot (TYAD) is designated as the Center of Industrial and Technical Excellence for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), electronics, avionics, and missile guidance and control.
