TOBYHANNA, Pa. — At Tobyhanna Army Depot, the principles of duty, loyalty, and selfless service go beyond the Army values; they define the characteristics of dedicated and exceptional leaders. This unwavering commitment is showcased by the most recent recipients of the organization’s quarterly leadership award.

David DiPipi of the Production Management directorate was named Supervisor of the Quarter for the third quarter of the fiscal year, while Coleman Nee of the Installation Services directorate was named Supervisor of the Quarter for the fourth quarter.

Recipients of the award can be nominated by subordinates, peers or their superiors; nominations are then reviewed by a panel of judges based upon four criteria: accomplishment of duties; how effectively they set an example to others; the nominee’s efforts to improve productivity; and how the nominee embodies the Army’s core values.

Nee's leadership ensures a streamlined and accountable modernization strategy for Tobyhanna, according to nominator James Wisnewski.

“Under Coleman's leadership, over 25 projects valued at $58M from four different funding streams are in various stages of completion, with minimal modifications and no significant setbacks or issues,” he said. Wisnewski leads the Public Works Division at Tobyhanna.

Within the nomination, Wisnewski also highlighted Nee’s consistent and people-focused leadership throughout a time of great change for Tobyhanna, the U.S. Army and the Department of War overall.

“Coleman is a genuine team facilitator and an invaluable asset to his personnel. He imparts his knowledge and offers assistance, frequently exceeding expectations to guarantee his team members possess the necessary tools and direction for success. Coleman’s dedication to transparent communication is apparent in his comprehensive project updates, and his courteous manner cultivates a constructive and cooperative work atmosphere. He consistently embodies a model standard for all, and his capacity to sustain team spirit and output during a challenging time underscores his remarkable leadership capabilities.”

The accomplishment of being named Supervisor of the Quarter is one that Nee is particularly proud of.

“I love being a leader, and we have a great team,” he said. “I really enjoy working with them and supporting the depot’s infrastructure needs together.”

Like Wisnewski, nominator Mark Blasko celebrated DiPipi for displaying impressive dedication to the depot mission while simultaneously creating an affirmational culture for the workforce.

“Dave's personal and professional demeanor inspires and motivates not only his employees, but his peer group and other leaders across the depot. He is always willing to volunteer to assist others and accepts responsibility for the actions of his branch regardless of the outcome. Devoted to the continued improvement of the organization and the employees, Dave routinely mentors numerous employees and assists in identifying professional growth opportunities for them,” he wrote, emphasizing that DiPipi treats all employees with dignity and respect. Blasko serves as the Chief of the C5/Avionics Program Management Division.

During the quarter, DiPipi and his team surpassed expectations with metrics that topped the division and exceeded the depot average by 7%. The team also implemented key efficiencies that reduced project overruns and improved communication with key customers.

DiPipi says receiving the award was an experience that surprised and profoundly humbled him.

“I believe the award is representative of the hard work, dedication, and engagement of my entire team. I’m grateful for the opportunities provided by Tobyhanna Army Depot, and I’m proud to contribute to our mission each day,” he remarked, adding that he hopes his leadership enables others to act and challenge the status quo.

Employee recognition programs are a key tenet of TOBY2035, TYAD’s long-range strategic plan. The plan, which has four focus areas – Investing in Our People, C5ISR Readiness, Shape the Future and Strategic Communications, aims to posture the depot to meet the future needs of the joint warfighter on a multidomain battlefield.

Tobyhanna Army Depot (TYAD) is designated as the Center of Industrial and Technical Excellence for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), electronics, avionics, and missile guidance and control. TYAD provides cradle-to-grave lifecycle support through depot-level repair, systems integration, software and cyber engineering, and field support. A key enabler of operational readiness for Joint and Allied Forces globally, TYAD leverages new and emerging technologies to further expand the Department of Defense’s organic capabilities for microelectronics, secure communications infrastructure, unmanned aerial systems, Joint All-Domain Command and Control (JADC2), Integrated Air and Missile Defense (IAMD), and the Army’s Next Generation Combat Systems (NGC2). TYAD’s ability to rapidly surge production, deploy field support teams, and scale for contingency or theater-level operations makes it a vital contributor to strategic readiness and operational reach.
