The U.S. Army Space and Missile Defense Command Technical Center is seeking white paper submissions covering areas listed in its recently published topics of interest. Institutions of higher education, nonprofit organizations, state and local governments and large and small businesses are invited to participate. The SMDCTC aims to establish potential business and research relationships with new organizations and research teams, and may make awards in the form of procurement contracts, grants, cooperative agreements, Technology Investment Agreements or other transactions for research or system prototypes.

The Broad Agency Announcement is an annually published list of topics of interest within the SMDCTC’s core competencies. Proposals relevant to the BAA can result in prototypes for Army weapons systems and fundamental research in areas like tactical responsive space and high-altitude technologies, test and evaluation, strategic weapon technologies and hypersonic defeat. In the hands of Soldiers, these advancements result in better equipped, more lethal warfighters.

“These proposals could produce discoveries that would have a significant impact on enabling new and improved Army operational capabilities and related technologies,” said Jason Baker, chief of the Acquisition Branch, Program Support Division, G8.

Conventionally, the center operates by solving specific problems, such as developing systems to meet specifications or providing maintenance for SMDC infrastructure. The benefits of the BAA are twofold; it provides an opportunity to shift focus from current needs to those of the future and facilitates collaboration with vendors who are not currently doing business with the SMDCTC.

“[The BAA] is great, not only for research teams to be able to display their innovation, but also for the Tech Center to work in and advance important research areas instead of just specific solutions or outcomes,” said Baker.

The purpose of the BAA is to solicit research proposals for submission to the SMDCTC for funding consideration. To conserve applicant and government resources, prospective applicants are strongly encouraged to discuss their concept with the appropriate personnel within the Tech Center.

The SMDCTC supports the joint warfighter by providing science, technology and test and evaluation expertise to enable warfighter dominance today and in the future. As part of the Army science and technology enterprise, the center contributes to operational readiness, enabling the warfighter to prevail in conflicts.
