 
              
                          
          
          ARLINGTON, Va. — U.S. Army Program Executive Office (PEO) Enterprise and several stakeholder partners successfully deployed initial capability on Sept. 19 for the Foreign Military Sales – Army Case Execution System (FMS-ACES) — the Army’s modernized solution for managing FMS cases within the security cooperation community.
FMS-ACES’ on-time, on-budget minimum viable capability release (MVCR) took place within one year of the program’s birth in the Software Acquisition Pathway (SWP).
FMS-ACES is a cloud-based, low-code software solution that eventually will completely replace the Army’s 50-year-old, COBOL-based case management system, which doesn’t meet audit requirements. Developed using Agile methodologies, FMS-ACES will provide around 160 case officers from the U.S. Army Security Assistance Command (USASAC) with full enterprise visibility of the case lifecycle, ensuring access to information that is timely, accurate, traceable and auditable.
The initial FMS-ACES deployment provides case officers the ability to perform all case implementation, execution, supply discrepancy reporting and closure activities within the new cloud-based system. This represents a significant leap forward in Army case execution modernization as it improves product tracking accuracy while giving the broader Army Security Assistance Enterprise greater transparency and continuous feedback capability.
FMS-ACES’ MVCR deployment was completed on time and within budget leveraging the flexibility and agility of the SWP, which facilitates rapid and iterative delivery of software capability to the user. By successfully delivering high-quality, usable software within one year of approval to enter the execution phase, FMS-ACES has established itself as a trailblazer in using modern software development practices.

The FMS-ACES application will officially be released to users Nov. 1, 2025, ushering in a new era of capability, efficiency and modernization for Army FMS case execution.
The FMS-ACES team will continue leveraging the SWP and Agile methodology to release capability incrementally, advancing the ability to strengthen partnerships through the continuous improvement and modernization of FMS.
