Army recognizes Smiths Station for readiness partnership

FORT BENNING, Ga. — The U.S. Army formally recognized the City of Smiths Station, Alabama, during a ceremony Sept. 24, 2025, for its ongoing intergovernmental support agreements with Fort Benning highlighting the collaboration as a model of efficiency and readiness.

“This is one of the strongest installation community relationships in the entire Army portfolio,” said David

Leinberger, Chief of Army Community Partnerships. Since 2022, Smiths Station has provided consistent support to Fort Benning, helping the installation acquire essential municipal services, like portable sanitation services, street and airfield sweeping, and grounds maintenance.

Under federal law, these intergovernmental support agreements allow the military to work directly with state and local governments when partnerships enhance mission readiness, increase efficiencies, or reduce costs.

Col. J.D Evans, Fort Benning garrison commander, emphasized the importance of the agreements during the ceremony.

“Our partnership with Smiths Station enables us to have a ready and trained force to provide the lethal effects we need against our adversaries and competitors,” Evans said. “It is a true honor to be here today and to be able to thank our partners in Smith Station.”

Intergovernmental support agreements offer a cost-effective approach for Fort Benning to receive services from state and local governments while simultaneously strengthening relationships with surrounding communities.

During the recognition ceremony, Leinberger spoke of the importance of intergovernmental support agreements to the Army at large.

“The Army is committed to expanding our partnership portfolio and relationships, like the one we have with Smiths Station,” he said. “These partnerships create a win-win outcome and meet the needs of our installations, while delivering tangible benefits to our public partners.”

Smiths Station Mayor Richard Cooley also spoke at the event, underscoring the city’s commitment to supporting Soldiers, families, and Fort Benning.

“This partnership reflects our dedication to those who serve our nation, and we look forward to continuing this collaboration for years to come,” Cooley said.

The recognition ceremony reaffirmed the Army’s appreciation for Smiths Station’s consistent support and its role in strengthening America’s defense.
