The U.S. Army Materiel Command honored six distinguished leaders with induction into its Hall of Fame during a ceremony and plaque unveiling at AMC headquarters Sept. 12, 2025. Among the honorees were two former U.S. Army Communications-Electronics Command deputies to the commanding general, Mr. Victor J. Ferlise and Mr. Edward C. Thomas. Ferlise was inducted into the CECOM Hall of Fame in its inaugural class of 2016, and Thomas followed in 2019.
The AMC Hall of Fame Class of 2025 also includes Lt. Gen. (retired) James Pillsbury, Ms. Lisha Adams, Ms. Patricia Huber, and Command Sgt. Maj. (retired) William Tapp Jr. They join 56 previously inducted members since the program’s establishment in 2012, recognizing Soldiers and civilians who have made significant and enduring contributions to AMC and the Army.
Ferlise served as the deputy to the commanding general for CECOM from 1992 until his retirement in 2007. Ferlise was the first civilian to fill the role of deputy. During that timeframe, he oversaw the development of the “Team Fort Monmouth” concept and its transition to “Army Team C4ISR.” During his CECOM career, Ferlise compiled a record of accomplishments that significantly influenced our warfighting capabilities. Ferlise's tireless pursuit of innovation and improvements in work processes resulted in significant increases in effectiveness and efficiency throughout the command.
Ferlise’s professional achievements include creating the blueprint for the U.S. Army’s Logistics Modernization Program, which completely transformed the Army’s supply chain management processes and enabled automation. His adoption of Lean Six Sigma principles led to the development of software for the U.S. Army's Financial Management Disclosure System, which was implemented nationwide in 2006 and is now in use across the Department of Defense. His efforts dramatically improved the quality, timeliness, and efficiency of CECOM’s support to the warfighter.
Thomas served as the CECOM Deputy to the Commanding General at Fort Monmouth, New Jersey, and later at Aberdeen Proving Ground, Maryland, from 2007 to 2011. Throughout his career, he has been recognized for his numerous achievements, rising from an intern to the Senior Executive Service, but his remarkable leadership during the Base Realignment and Closure process stands out the most. During this period, he successfully managed the shutdown of one installation, the establishment of new state-of-the-art facilities, and the relocation of 60 percent of the workforce—all while maintaining unwavering support to the warfighter. This accomplishment is considered an unprecedented success.
Before becoming deputy to the commanding general, Thomas led the CECOM Software Engineering Center as director from 2001 until 2007, where he provided state-of-the-art software products and services to the Army and the Department of Defense, managed critical software development projects, and provided overarching global software support for more than 200 Army and joint C4ISR systems. His efforts were recognized with multiple awards, including the Presidential Rank Award in 2008 and the Department of the Army Decoration for Exceptional Civilian Service.
Following the ceremony, Lt. Gen. Christopher Mohan, deputy commanding general of AMC and acting commanding general, unveiled the inductees’ name plaques now displayed in AMC’s Tuttle Hall of Fame room.
“To our inductees: thank you all for your service, leadership, and your contributions to AMC and America’s Army,” he said. “You have set the standard for excellence, and your legacy will inspire generations to come.”
The C5ISR Hall of Fame induction ceremony for the Class of 2025 will take place on Oct. 30, 2025, in the Myer Auditorium at APG, recognizing the accomplishments of five individuals from the C5ISR community: Mr. Vincent Buonocore, Brig. Gen (retired) Thomas Cole, Mr. Stephen Kovacs, Mr. Henry Mueller Jr., and Mr. Raymond Santiago. Thomas will serve as the guest speaker for the dinner for C5ISR Hall of Fame inductees held on Oct. 29, 2025. He will be recognized for his induction into the AMC Hall of Fame at that time.
