FORT BELVOIR, Va. - In support of the DOD’s strategic priority to strengthen audit readiness, U.S. Army Program Executive Office Enterprise’s Global Combat Support System – Army (GCSS-Army) product office has successfully completed a new audit-compliant identity governance software integration, marking a major milestone in enterprise identity management and audit compliance capability.
The product office’s integration of commercial identity security software with the GCSS-Army web-based logistics and financial management application was completed June 1, 2025. The successful integration project aligns with directives from the Army chief information officer and the Identity, Credential and Access Management (ICAM) program, reinforcing the Army’s commitment to secure, efficient and compliant access management.
The newly integrated system streamlines GCSS-Army access management by automating requests, approvals and deprovisioning processes for access administrators, approvers and auditors. This ensures that GCSS-Army’s user base of more than 100,000 personnel is granted and can maintain appropriate and secure access to the system. Additionally, the application’s new centralized access repository provides local commands and audit support personnel with immediate visibility into access request details.
Audit compliance is also a key aspect of the software integration. In the past, GCSS-Army had received audit notices regarding users’ inability to retrieve access approval documentation — known as System Access Authorization Requests (SAARs). That documentation is now retrievable.
The Army has seen considerable operational impact in just a few short months.
“Since the June 1, 2025 go-live, over 33,000 SAARs have been submitted, approximately 22,000 approvals have been processed, and nearly 12,500 users deprovisioned due to invalid or outdated SAARs,” said Michael Shainis, ICAM co-deployment manager with the GCSS-Army product office. “These metrics reflect significant improvements in operational efficiency, cybersecurity posture and audit readiness across the Army’s digital infrastructure.”
Shainis' colleague, Sharon Harris, credits an integrated team approach for achieving this key milestone. “This achievement would not have been possible without the coordinated efforts of Army IT teams, help desk and training staff, National Guard, Army Reserve, active-duty personnel, ICAM and cybersecurity experts, and audit compliance offices,” said Harris. “This type of collaboration ensured a smooth transition and robust implementation of the new identity governance framework.”
GCSS-Army’s audit-compliant identity governance integration represents a transformative step in the Army’s digital modernization journey, setting a strong foundation for future advancements in secure and compliant identity management. Looking ahead, GCSS-Army will continue to refine workflows, enhance contractor and civilian access processes, and expand reporting capabilities to support ongoing audit requirements that are aligned with DOD’s key priority of improving audit capability.
The GCSS-Army product office is part of PEO Enterprise’s Consolidated - Enterprise Resource Planning efficiency effort. In coming months, GCSS-Army and four other Army enterprise resource planning systems will be merged into one common modernized platform as part of the Army’s Enterprise Business Systems – Convergence initiative.
