PICATINNY ARSENAL, N.J. – David Y. Lee, a U.S. Army Combat Capabilities Development Command Armaments Center Technology Transfer Associate, was recently elected as Vice Chair of the Federal Laboratory Consortium (FLC) Executive Board, the first U.S. Army representative to hold the position in more than 25 years.
The FLC, which began in 1974 and was officially created by Congress, is the nationwide network of over 300 federal laboratories and research centers dedicated to accelerating federal technologies into the marketplace. Through taxpayer-funded research and development (R&D), the FLC fosters scientific breakthroughs that drive economic growth by creating new industries, businesses, and jobs through technology transfer (T2).
Lee, who has been working for the Army since 2003, got involved with the FLC in 2015 and was later elected to be a Northeast Region Coordinator in 2017.
“The FLC has been very rewarding both personally and professionally,” said Lee. “It has provided me unique training opportunities, opportunities to visit and connect with other federal labs, and a network of colleagues throughout various agencies in the Federal government.
“These networks have led to the Armaments Center working with other labs in areas such as communications, hypersonics, manufacturing, unmanned aircraft systems (UAS), and homeland defense and even bring in funding from other government agencies for specialized work only we can do. I believe that the Armaments Center’s participation in the FLC is a benefit not only to the Armaments center, but the Army and the Department of Defense (DoD) at large.”
The FLC Executive Board determines policy and direction and establishes the annual budget. The Board is responsible for carrying out the organization’s mandated mission to promote, educate, and facilitate federal technology transfer.
Lee is part of the Innovation and Strategic Relationships team under the Armaments Center’s headquarters G9, Strategic Communications, where he is responsible for all aspects of the organization’s technology transfer practice including executing cooperative research agreements (with domestic, international, academic and industry partners), overseeing the Armaments Center’s patent portfolio, developing intellectual property licensing and marketing strategies, and facilitating and executing strategic partnerships, and agreements with other Federal and State partners.
Lee began his career with the Army as a Presidential Management Fellow working in labor relations and management employee relations. He received a Bachelor of Arts degree in Government from Dartmouth College, a Juris Doctor degree from Indiana University School of Law- Bloomington, and a Bachelor of Science degree in Biochemistry from Arizona State University and is admitted to practice law in the state of New Jersey.
