HUNTSVILLE, Ala. — The Association of the United States Army (AUSA) has nominated five distinguished civilians for its prestigious Civilian of the Year award, recognizing their outstanding contributions to Army Contracting Command – Redstone Arsenal (ACC-RSA) and the Army.

The nominees have demonstrated excellence in operational efficiency, business management, and contracting support, contributing to a command that awarded more than 14,380 contracts valued at over $28 billion in fiscal year 2024.

To celebrate their achievements, the Redstone-Huntsville Chapter of AUSA will host the 2025 Dr. Richard G. “Dick” Rhoades Department of the Army Civilian of the Year Awards Dinner on June 12 at the Jackson Center.

Meet the Nominees

  • Angel E. Morrobel (Professional/Technical Category) – A procurement analyst recognized for modernizing business management reporting at ACC-RSA, Morrobel developed a Metrics & Analytics Dashboard using Microsoft Power Platform’s Business Intelligence (BI) application. His innovative system streamlines data reporting, automates critical processes, and enhances data visualization capabilities, providing key stakeholders with timely and meaningful insights.
  • Arthur R. Edwards (Supporting Staff Category) – A Supply Technician at ACC-RSA, Edwards has demonstrated exceptional skill in fleet vehicle management, inventory control, and property accountability. With more than 25 years of experience in logistics and equipment maintenance, his dedication has earned him multiple commendations, including two Civilian Commendation Medals and three Senior Executive Service notes.
  • Michael J. Wastella (Technical/Technical Management Category) – A Lead Contract Specialist and Contracting Officer, Wastella has played a pivotal role in managing 1,300 contracts valued at $14.6 million and leading the AMCOM Closeout Team. His leadership has been instrumental in training division personnel on procurement systems, and he recently co-developed a workload tracker for the Army’s Procurement Automated & Documents Systems (PADDS), improving data protection and transition processes.
  • Lacresha A. Brewster-Campbell (Technical/Technical Management Category) – Brewster-Campbell, a procurement and production specialist, provided leadership in budgeting and resource tracking which has strengthened the Department of Defense’s largest Foreign Military Sales (FMS) contracting mission. Her proposed business changes to the Virtual Contracting Enterprise Program Office led to the Army-wide adoption of an enhanced Paperless Contract File system, a significant improvement endorsed by the Deputy Assistant Secretary of the Army for Procurement.
  • Malissa H. Blake (Technical/Technical Management Category) – Overseeing a $3.3 billion contract portfolio, including the $1 billion Apache Performance Based Logistics V contract, Blake, the branch chief for Aviation Logistics, Airframe Sustainment, has provided mentorship and foundational training to contracting professionals, fostering career development within her branch. Beyond her contributions to ACC-RSA, she is actively engaged in community service and holds leadership roles with the Huntsville Hospital Advisory Council and Delta Sigma Theta Sorority.

These nominees exemplify professionalism and dedication, showcasing their commitment to operational excellence in support of the Army’s mission.
