Four personnel under the Program Executive Office, Intelligence, Electronic Warfare, and Sensors (PEO IEW&S) were awarded the Command, Control, Communications, Computers, Cyber Intelligence, Surveillance, Reconnaissance (C5ISR) Top 10 Personnel of the Year award for 2024.
This year’s awardees from PEO IEW&S- Greg Hartman, Darin Hendricks, Rebecca Hughes, and Christy Carlile- represent the depth of talent and dedication across the organization. Each honoree demonstrated leadership, innovation, and commitment to the Army’s modernization efforts and the needs of the warfighter.
Gregory Hartman, (Acting) Project Manager for Intelligence Systems and Analytics (IS&A) was pivotal in driving organizational transformation and modernizing Army intelligence capabilities. Hartman led a global workforce of more than 300 personnel and managed a billion-dollar portfolio, spearheading a major reorganization to align resources and Army transformation initiatives. His leadership was instrumental in launching the Army’s first program-of-record focused on delivering secure artificial intelligence and machine learning. Hartman oversaw major milestones, including the award of the Tactical Intelligence Targeting Access Node (TITAN) contract. He also played a critical role in the fielding of the Army Intelligence Data Platform.
Darin Hendricks led logistics for Project Manager Electronic Warfare and Cyber’s (PM EW&C) Terrestrial Layer System (TLS) Manpack program, enabling rapid fielding of the Army’s first integrated electronic warfare and signals intelligence (SIGINT) dismounted capability. His leadership supported the program through a rapid fielding decision, a production and fielding contract award, and a successful first unit equipped milestone. Hendricks’ contributions ensured that Soldiers received critical EW and SIGINT capabilities to support the Army’s operational needs.
Rebecca Hughes, the Information Systems Security Manager (ISSM) for Project Director Sensors-Aerial Intelligence (PD SAI), played a mission-critical role in accrediting a wide range of airborne intelligence, surveillance, and reconnaissance (ISR) systems. Her expertise ensured systems such as Airborne Reconnaissance Targeting and Exploitation Mission Intelligence System (ARTEMIS), Airborne Reconnaissance and Electronic Warfare System (ARES), and Army Theater-level High Altitude Expeditionary Next Aerial-Radar (ATHENA-R) and ATHENA-SIGINT(S) could be fielded and tested without delay, avoiding significant cost and schedule impacts. Hughes also streamlined cybersecurity processes and mentored a new cybersecurity professional. Her ability to identify and rearchitect system vulnerabilities enabled successful participation in major demonstrations like Project Convergence Capstone 4, directly contributing to the Army’s ISR modernization strategy.
Christy Carlile, Chief of Business Management for Project Manager Aircraft Survivability Equipment (PM ASE), led the funding, planning, and execution of a portfolio dedicated to all facets of ASE to include foreign military sales, and Science and Technology (S&T) portfolio. She also played a key role in PM ASE’s rapid material modernization of an aging common missile warning system, that ensured the Improved Threat Detection System (ITDS) was placed on an optimal path to deliver an enhanced capability to the warfighter. She’s known not only for her financial acumen, but also for her leadership, mentorship and uplifting morale.
