WASHINGTON — The Army is retiring the Army Training and Certification Tracking System (ATCTS) on May 1, 2025. ATCTS currently manages the Department of Defense (DOD) Cyber Workforce Qualifications and Network Access. This change impacts all Army personnel, including Soldiers, Civilian employees, contractors, and foreign nationals, affecting how individuals request network access and how commanders and their representatives track their Cyber Workforce's readiness.
Download Your Training and Certification Records from ATCTS Before April 30, 2025
All Cyber Workforce personnel (Soldiers, Civilians, contractors, and foreign nationals) must download their training and certification documentation from ATCTS by April 30, 2025. Access your records at https://atcts.army.mil and download all essential documents (certificates, appointment letters, etc.) for your current position. This ensures you retain access to your records even if there are any interruptions in ATCTS access before the sunset date.
Army Command Information System Security Managers (ISMS) and ATCTS Unit Managers must also log into ATCTS (https://atcts.army.mil) before April 30, 2025, and generate both User Compliance and Training Reports. Ensure comprehensive data capture by using appropriate filters. Store this data locally until the Army announces a replacement enterprise solution, expected before the end of this calendar year. You will receive notifications and instructions regarding the new system through official communication channels.
While ATCTS will no longer accept new data after May 1, 2025, the Army aims to keep the information accessible in a read-only format until October 1, 2025, for historical data retrieval.
Streamlined Network Access Requests with the New Account Validation System (AVS)
Starting April 25, 2025, the new Account Validation System (AVS) will become the standard for all network access requests. ATCTS will remain operational until April 30th to allow for a one-week grace period for requests initiated before April 25th. Any requests not finalized by April 25th must be resubmitted through AVS.
Developed by Army Network Enterprise Technology Command (NETCOM) in collaboration with the Army Enterprise Identity, Credential, and Access Management (E-ICAM) and Army Enterprise Service Management Platform (AESMP) teams, AVS replaces the decade-old process of manually routing DD Form 2875 and DA Form 7789 for signatures and uploads. This cumbersome method will be replaced with a fully automated system that eliminates paper and PDFs, significantly reducing the time needed for network access requests.
Since AVS is not a direct replacement for ATCTS, its various functions will be integrated into diverse systems. NETCOM and the Army Deputy Chief of Staff, G-6 are committed to keeping the Army community informed and are actively working to distribute information, address inquiries, and provide training as it becomes available.

"This new process replaces an older, outdated, and more cumbersome process and significantly cuts down on the time individuals need to apply for network access."
How to Request Network Access Starting May 1, 2025
Beginning May 1, 2025, all Army personnel (Military, Civilian, local nationals, and contractors) requiring new or renewed access to the Department of Defense Information Network (DoDIN) will submit their requests through AESMP. Note: During Phase 1 (starting April 25), the requestor will need to perform some manual functions until full automation is achieved in Phase 2 (NLT 4QFY25) and Phase 3 (NLT 1QFY26).
There are two categories of requests:
- Category One: New Baseline accounts for NIPR and SIPR (System Authorization Access Requests (SAAR), previously fulfilled through DD Form 2875).
- Category Two: Above Baseline accounts such as eMASS, elevated privileges, etc. (Privileged Access Agreements (PAA), previously fulfilled through DA Form 7789).
AVS will utilize web forms to generate the equivalent of these forms.
Steps for Submitting a Network Access Request
STEP ONE
Ensure you meet the following criteria before submitting your request:
- Possess a valid CAC.
- Complete baseline training (Cyber Awareness training and the Army's standard Authorized Use Policy (AUP) for NIPR Baseline, and Derivative Classification training for SIPR Baseline).
- Complete system-specific training and/or meet certification requirements for above baseline access (as determined by system owners).
STEP TWO
Access AESMP's New System Access Request (NSAR) workflow at https://www.aesmp.army.mil/csm (search for "New Access Request") or Click Here for direct access. Unit Managers, Office Admins, or Information Management Officers (IMOs) may need to assist requestors who lack network access by using two CAC readers: one for themselves to log in to AESMP, and one for the requestor to "sign" the request.
STEP THREE
If you haven't already completed a SAAR or PAA, you will be directed to AVS via a hyperlink to enter the required information. Have the names and emails ready for your supervisor/government sponsor, organization's Information System Security Manager or Officer (ISSM/ISSO), and Special Security Officer (SSO) or S2/G2. Once submitted, AVS will automatically email these individuals to authorize the request. You may need to coordinate with them to provide proof of training or certifications. Upon receiving all approvals and completing the SAAR/PAA, you will receive a notification email (rejections will also be sent via email).
STEP FOUR
Return to AESMP, indicate that you have completed a SAAR or PAA, and begin entering the information to request network or system access. Have the names and emails ready for your supervisor/sponsor, ISSM/ISSO, and System Owners. Once submitted, AVS will automatically email these individuals to approve the request. You may need to coordinate with them to provide proof of training or certifications. Upon receiving all approvals, the system will forward the request to the System Owner to create the account and/or grant access. Rejections will be sent via email.

Users are strongly encouraged to take immediate action to safeguard their information due to the approaching ATCTS sunset (May 1, 2025).
