Since Fort Carson’s beginning, Colorado Springs Utilities (Springs Utilities) has been delivering electricity, natural gas and water to the installation.
In January 2023, Springs Utilities began operating and maintaining Fort Carson’s electric and natural gas infrastructure for the post. This partnership is executed via an Intergovernmental Support Agreement (IGSA) and has brought multiple benefits, including:
- Increased reliability: The infrastructure is now more dependable, ensuring consistent service and industry-standard maintenance programs.
- Lower costs: Springs Utilities is an established municipality with more purchasing power for materials and system maintenance to lower utility costs for the post.
- Modernization of equipment: Up-to-date technology and equipment have been implemented, enhancing overall performance.
Building on the IGSA partnership, Springs Utilities expanded its role Jan. 1, 2025, to include the operation and maintenance of Fort Carson’s water distribution system infrastructure. This comprehensive system includes more than 2,200 water main valves, 1,800 fire hydrants, more than 1 million linear feet of water distribution pipeline, 127,000 feet of high temperature mains and 124,000 feet of chilled water mains.
Springs Utilities has a team of 19 employees to ensure the reliable, safe and efficient operation of the electric, natural gas and water infrastructure of Fort Carson. The team is committed to maintaining high standards and addressing any issues promptly.
Springs Utilities also maintains the water quality of the installation. Colorado Springs Utilities uses surface water sources exclusively, most sourced directly from the Rocky Mountains, one of the cleanest water sources in the nation. This means that Springs Utilities’ customers — including Fort Carson — are the first to use this water, which undergoes rigorous treatment and monitoring to ensure it continually meets safe drinking water standards.
Reliable infrastructure at Fort Carson is crucial for the seamless operation of the post. By maintaining and modernizing the utility infrastructure, Springs Utilities supports sustaining the post’s operational capabilities and overall resilience.
