The Army updated its rules for participating in programs like SkillBridge, which allow transitioning soldiers to participate in apprenticeships, training, and internships during their last 180 days of service. The change was announced in MILPER Message 25-116 (CAC Required).
“The Army recognizes the value of the Career Skills Program, SkillBridge and Individual Internship programs for Soldiers transitioning from the military to civilian life,” said a U.S. Army spokesperson. “These changes concentrate the programs’ benefits where they’re needed most, while limiting the impact on readiness.”
The previous policy allotted equal time in the program (typically up to 120 days), regardless of rank, and approval authority was given to the first field grade commander. The revised policy establishes a three-tiered structure based on rank, prescribing the allowable participation time and command approval authority for each category.
The changes ensure junior enlisted Soldiers receive the maximum benefits of the program with the lowest barriers to usage, while still allowing all separating service members to be eligible to participate.
Key highlights of the policy change:
- Prioritizes Junior Enlisted: Ensures junior enlisted Soldiers receive the maximum benefits of the program with the lowest barriers to usage.
- Continues Support for All Soldiers: All separating Soldiers remain eligible to participate in CSP, SkillBridge and individual internship programs.
- Maintains Unit Readiness: Helps limit the impact on unit readiness and mission requirements by moderating participation time given to more senior Soldiers.
- Ensures Long-term Sustainability: Supports the long-term sustainability of the programs and ensure maximum benefits remain available to Soldiers who need them the most.
