Housing survey seeks feedback to improve living conditions for Soldiers, families in Europe

WIESBADEN, Germany – Housing residents across U.S. Army Europe installations have the opportunity to provide personal feedback on their living experiences with the release of the Army’s annual Tenant Satisfaction Survey March 3.

The survey runs through May 1 and is part of the Army's ongoing commitment to ensure Soldiers and families are heard and to improve living conditions in Army housing. Safe, quality and affordable housing ensures that warfighters are able to maintain their focus on ensuring Army readiness, said senior officials.

“We strongly encourage all Army families, including those in Unaccompanied Housing (UH), to participate in this year's housing survey,” said Manuela Battaglia, on-post housing supervisor for USAG Rheinland-Pfalz. “Your feedback is crucial for shaping future improvements.”

The survey has been tailored for relevance to both government-owned housing residents and, for the first time, those living in UH, she said, adding that improvements based on previous survey feedback are already underway in Baumholder.

“We have been working on a few construction projects to improve our housing areas, to include increased townhouses availability and improved stairwell apartments,” she said. “We've also implemented upgrades like rolling shutters (rolladens), balcony additions, and road and sidewalk improvements.”

Lt. Gen. David Wilson, Deputy Chief of Staff for G-9, emphasized the survey’s importance, stating, "As we learned from last year’s survey, investing in housing improvements that provide safe, secure, quality housing is important for our Soldiers and their families. This survey is an important tool for the Army to understand their needs to provide the best housing possible and enable our focus on warfighting.”

The survey, which is confidential and voluntary, will be available online, and residents are encouraged to take the survey as soon as they receive the link. The Army intends to use the survey results to identify ways to enhance communication with residents, address deficiencies, and prioritize areas most important to the community’s well-being.

Lt. Gen. Wilson continued, "This survey, and our continued housing improvement efforts, highlight our continued commitment to the health and welfare of our Soldiers and their families, which we know directly impacts Army readiness.”

“Increased participation will ensure the Army and Privatized Housing Project Companies receive the feedback required to provide improvements to the Army’s housing portfolio,” added David H. Dentino, Deputy Assistant Secretary of the Army for Installations, Housing and Partnership in a headquarters memorandum emphasizing the importance of resident feedback.

The 2025 survey will reach more than 200,000 tenants residing in Army privatized, government-owned, and government-leased family and permanent party unaccompanied housing. Administered by CEL & Associates Inc., a neutral third-party firm, the survey seeks to gain insights that will inform future improvements to housing quality, resident services, and community amenities.

Tenants who do not receive the survey email should contact their local garrison housing offices. The Army will make the DoD Tenant Satisfaction Housing Survey (OMB Control Number 0704-0553 OMB Expiration Date 31 May 2025) results publicly available to uphold its commitment to transparency and responsiveness to Army families.
