The U.S. Army Garrison Rock Island Arsenal has established a new partnership with the City of Moline for Industrial Storm Water Compliance testing, marking a significant shift in its approach to environmental management. This collaboration, formalized through an Intergovernmental Support Agreement, came into effect on November 15, 2024, promising benefits for both parties involved.
Historically, the Garrison relied on its Base Operations (BASOPS) contractor for Storm Water Compliance testing, with additional support from Richard Steward of the Rock Island Soil and Water Conservation District. However, recognizing the potential for improved efficiency and cost-effectiveness, the Directorate of Public Works and Resource Management worked closely with the City of Moline to develop a new testing framework.
The IGSA outlines a comprehensive testing program that covers a wide range of parameters at 14 different locations across the Garrison. These tests will be conducted on either annual or quarterly basis, depending on the specific requirements set by the DPW. This thorough approach ensures that the Garrison maintains strict compliance with environmental regulations while effectively managing its storm water runoff.
This partnership presents advantages for both parties. The agreement provides an additional revenue stream for the City of Moline, allowing it to leverage its expertise in environmental testing and management. The Garrison is projected to see annual cost savings compared to its previous testing arrangements with the BASOPS contractor.

In return, this allows us to take better care of the Island, the soldiers, families, and civilians that work there and you can tie it all the way back up to our national defense,” said Rock Island Arsenal Garrison Commander, William J. By transitioning from the previous BASOPS contractor-based system to this collaborative approach with the City of Moline, the Garrison demonstrates its commitment to innovative solutions in environmental management. This IGSA not only ensures continued compliance with storm water regulations but also fosters a stronger relationship between the military installation and its neighboring community.
