Matt Seaman, business manager for the Joint Program Executive Office Armaments and Ammunition’s Project Lead Joint Services (PLJS), was named the 2024 Business Operations Professional of the Year at the Army Acquisition Executive’s Excellence in Leadership Awards. The award was presented by Douglas Bush, Assistant Secretary of the Army for Acquisition, Logistics, and Technology who recognized Seaman during the Annual Acquisition Awards Ceremony on Jan. 9 at the Pentagon.
Seaman has been pivotal in ramping up the Army’s 155mm ammunition production to meet rising demands. Overseeing $4.6 billion in funding, Seaman currently manages modernization projects across the Army’s Organic Industrial Base (OIB) to achieve the Army’s target production of 100,000 shots per month by fiscal year 2026.
A shot is defined as a complete 155mm artillery round, consisting of a fuze, primer, explosively loaded projectile, and propelling charge.
“This isn’t something I could have done alone,” Seaman said. “This award reflects the dedication of an incredible team committed to supporting the Warfighters who rely on us.”
Seaman’s leadership has driven equipment and infrastructure upgrades at the Scranton Army Ammunition Plant (AAP), tripling its shell body production capacity. Additional improvements include expanding propellant manufacturing at Radford AAP, implementing environmental resilience efforts at Holston AAP, enhancing efficiency in load, assemble, and pack operations at Iowa AAP, and strengthening partnerships with industry.
Dr. Theresa A. Smith, Deputy Joint Program Executive Officer Armaments and Ammunition, commended Seaman's contributions to the modernization of the OIB.
"Matt and the Joint Services team have been instrumental in spearheading one of the most substantial and pivotal expansions of ammunition production capabilities in over five decades, since the Vietnam War," Smith said. "Matt's unwavering commitment, strategic vision, and collaborative approach have been essential in ensuring that our courageous Joint Warfighters and esteemed international partners are consistently supplied with cutting-edge, high-performance ammunition that meets the highest standards of safety, reliability, and lethality, ultimately enhancing their operational effectiveness and protecting them in the most demanding environments."
Seaman also managed special congressional authorities to streamline acquisition processes and accelerate replenishment needs. His efforts included developing enhanced data analytics, establishing a construction cost analysis cell for modernization estimates, and positioning acquisition personnel as key contract action officers.
