Commitment to Army core values propels Boehme to Supervisor of the Quarter

Lessons learned as a soldier helped one leader earn Tobyhanna Army Depot’s Supervisor of the Quarter award.

Frank Boehme was honored for his leadership within the Installation Services Directorate’s Law Enforcement & Security Branch. The branch is responsible for all on-post law enforcement activities, visitor control, base access, and investigative services as well as maintaining relationships with local, state, and federal authorities.

When other supervisors within the branch were called on for 120-day assignments to other roles earlier this year, Boehme recalled the Army core values and stepped up without hesitation to be a leader that ensured stability for his team and safety for his installation and community.

For this “unwavering dedication to duty and steadfast commitment to Tobyhanna Army Depot and the Law Enforcement & Security Branch,” Boehme was nominated for the award by his peers.

“Boehme flexed his schedule on countless occasions to fit the needs of the department, spanning coverage for day, night, and overnight operations,” read the nomination.

When called upon to lead a team of 45 officers, Boehme never wavered and met the call of duty with selflessness, zeal, and positivity – according to his colleagues.

“His resiliency and personal drive to improve morale has been an inspiration and motivation for his subordinates, peers, and superiors to mirror. He has been both a guide and a confidant for many within and outside of his branch,” said his nominators. “He never put himself first and made himself readily available to all teammates at any time, proving his zeal time and time again.”

The recognition was a total surprise – one that was particularly meaningful, according to Boehme.

“It feels great to be named Supervisor of the Quarter,” he said. “Leadership is a team effort, though, and I only achieved this because my officers are receptive.”

A member of the depot workforce since 2017, Boehme enlisted in the Pennsylvania Army National Guard in January 2004 and deployed twice to Southwest Asia in support of Operation Enduring Freedom. He held several positions while enlisted, including the vitally important title of recruiter. His exemplary miliary service was highlighted when he was named Tobyhanna’s Warfighter of the Quarter in 2022 and when he was honored with the Order of St. Maurice in 2020.

His experiences as a soldier drew him to a career as an Army civilian.

“I wanted to still be a part of the military even though I wasn’t in it anymore. It’s the same fight on a different battleground,” Boehme noted, adding that there were common threads between his two careers.

“I went from one uniform to another,” he joked. “My old uniform was green, and this one is blue.”

Boehme offered that his leadership style was also deeply influenced by his service, noting that his superiors taught him best practices to emulate as well as leadership practices that he did not intend to repeat himself.

“Every leader has an impact on you. It’s up to you to take from their teachings and change your culture for the better.”

The Supervisor of the Quarter award – and its companion Employee of the Quarter awards – are TOBY2035 initiatives aligned with the Invest in Our People line of effort. The plan, which has three additional focus areas, strives to position Tobyhanna for success in the coming years as the Department of Defense's premier worldwide C5ISR readiness provider.
