JOINT BASE LEWIS-MCCHORD, Wash.— The Joint Base Lewis-McChord (JBLM) Yakima Training Center (YTC) and the Yakima Consortium for Regional Public Safety (YAKCORPS) signed a partnership proclamation at Joint Base Lewis-McChord, Washington, July 24, 2024.

The proclamation was facilitated through an Intergovernmental Support Agreement (IGSA) and pursues a 10-year renewable partnership with YAKCORPS for Computer Aided Dispatch Licensing and Programming for the Spillman System.

Spillman technologies are utilized by law enforcement and public safety organizations, and allow YTC and public safety agencies in Yakima County to share data and respond to emergency situations across jurisdictional boundaries.

JBLM Garrison Commander Col. Kent Park signed for YTC while Sheriff Robert Udell of the Yakima County Sheriff’s Office signed on behalf of YAKCORPS.

“We’re really excited about this partnership,” said Col. Park. “It’s something that we’ve been pursuing and not only is it a great initiative in terms of cost savings but it really brings us closer to the community, which we really appreciate- strengthening our relationship.”

Sheriff Udell affirmed the commander’s sentiments. “Our relationship with the training center has been fantastic…One of the best, I’ve heard, in the country…and this just continues to make it even better.

“It’s a big part of our community,” said Udell. So, [we’re] happy to be here.”

The ceremony took place at JBLM Headquarters and was supported by the Headquarters, Installation Management Command, Strategic Engagement Team (SET). Also present at the event were Lt. Col. Terry Gambrel, Garrison Commander of Yakima Training Center, Mr. Michael Steward, Director of Emergency Services at Yakima Training Center, Mr. Anthony Narug, the Chief of Police at Yakima Training Center, HQ IMCOM representative and Senior Project Manager Mr. Matthew Gilmartin, and Anson Blackall, Intergovernmental Support Agreements Program Specialist.

“This is a mutually beneficial partnership that the Army and Gen. Jones really support,” said Blackall. “[It’s] integrating with our community and IGSA with YAKCORPS. We look to save money but we look for modernization and efficiencies, and this is a need for both JBLM and the sheriff’s office to be able to partner and…put our funds back into the local community and just continue our spirit of partnership.”
