PICATINNY ARSENAL, N.J. - Lt. Col. Craig A. Bonham II, Picatinny Arsenal Garrison Commander, signed two pledges in support of U.S. Army Installation Management Command’s (IMCOM) Service Culture Campaign (SCC) initiative during his first all-hands meeting with the organization, July 17. Bonham took charge of the Picatinny garrison in June during a change of command ceremony officiated by Davis Tindoll Jr., director of the U.S. Army Installation Management Command (IMCOM) – Sustainment Directorate.
Command Sgt. Maj. David M. Franks, and Fortunato Rubio, Deputy Garrison Commander, also reaffirmed the organization’s commitment to the to the IMCOM SCC when they too placed their signatures on the documents and then asked each of the garrison directors to join them in that pact.
The SCC is a sustained readiness plan and operation launched by IMCOM in 2017. The campaign is key to developing highly effective teams capable of supporting installation senior commanders and Army readiness requirements. It is built upon the premise that excellence in customer service is a byproduct of how employees are treated, establishes an environment where employees have engaged leaders, feel valued, are loyal to the organization, and treat each other respectfully.
Service Culture is vital to help the Army adapt to a changing environment characterized by reduced resources and instill a culture (shared value) of service excellence in the workforce in order to maintain readiness.
The campaign indoctrinates a culture of service excellence through leader and workforce engagement; on-boarding programs that welcome and integrate newly assigned Soldiers and civilians to IMCOM; employee recognition programs that effectively further Army mission, goals and values; and standardized customer service training implemented garrison-wide.
One of the pledges signed, the leadership pledge, outlines to leaders the principles associated with taking care of subordinates, such as treating them with the same respect and care as garrison customers.
In that pledge, leaders “pledge to position garrison employees with success:
· an impactful on-boarding and orientation experience to welcome you to the Garrison team,
· clear performance standards; to include standards for performance excellence
· an Individual Development Plan, or IDP, developed with your supervisor; reviewed during periodic counseling,
· opportunities for personal growth and professional development,
· a recognition program to reward service and performance excellence,
· engaged leaders who seek and welcome your input and act to continuously improve the organization,
· an organization that embraces the concept of team, teamwork, and empowerment,
· a promise to hold ourselves, and each other, accountable.”
The second pledge, the ‘Pledge to Those We Serve,’ focuses on taking care of the people, which means taking care of their most valuable asset, professionals. Leadership also pledged to the workforce and community to provide easily accessible services, communicate, listen, be respectful, and much more. The Garrison is a service provider organization committed to providing programs and services delivered with a sense of individual pride and professionalism and in keeping with the spirit of Army values and IMCOM principles.
At the fundamental level, the garrison’s renewal of the SCC begins with a pledge to their customers. The Customer Pledge states, “We will:
· deliver quality products and services,
· build relationships – with communities, with our customers and with each other,
· be kind and respectful to those we serve,
· conduct ourselves professionally,
· welcome and encourage feedback; we will communicate and listen,
· provide neat, professional, and aesthetically pleasing facilities,
· take ownership of our actions.”
Picatinny Arsenal is one of the top three employers in Morris County, New Jersey, according to the Morris County Office of Planning and Preservation, and supports the Army priorities of People, Readiness and Modernization. The installation’s capabilities are unique and vital to the Nation, as the workforce leads the advancement of armament technologies and engineering innovation for the U.S. military.
The Picatinny Arsenal garrison supports mission partners that use unique laboratories, special facilities, and various performance measures to evaluate prototype designs, thus reducing development cycle time. Improvised explosive device (IED) defeat technologies, drones, small, medium, and large caliber conventional ammunition, precision-guided munitions, mortars, fire control systems, small-arms weapon systems, howitzers, gunner protection armor, warheads, fuzes, and insensitive munitions, are all part of Picatinny’s scope of work.
