OSINT Foundation names INSCOM employee as OSINT Practitioner of the Year

FALLS CHURCH, Va.- The Open Source Intelligence (OSINT) Foundation named Shawn M. Porter the winner of the Lt. Col. Ed Waller Intelligence Community (IC) OSINT Practitioner of the Year Award, Nov. 3, 2023.

For the second year in a row, a U.S. Army Intelligence and Security Command (INSCOM) employee won the prestigious award.

Maj. Gen. Michele H. Bredenkamp, INSCOM commanding general, said Mr. Porter embodies the highest qualities of the Army Intelligence and Security Enterprise.

“We at INSCOM are very proud of Mr. Shawn Porter,” said Bredenkamp. “He is a prime example of INSCOM’s world-class intelligence professionals who enable tactical to national level intelligence operations around the globe.”

Porter, OSINT officer in charge for the 312th Military Intelligence Battalion, 470th Military Intelligence Brigade - Theater (MIB-T), INSCOM, received the award which recognizes the OSINT professional who has demonstrated exceptional service to the nation and materially contributed to the OSINT discipline.

“I was honored and humbled to be awarded the Waller IC OSINT Practitioner of the Year award,” said Porter. “This award is the result of hard work and dedication from me, my team, and my OSINT mentors. This award belongs to them as much as it does me.”

Porter said being at the awards ceremony was overwhelming, not hearing his name called, but hearing what he did to win. He said a big reason for that overwhelming feeling was thanks to Col. Patrick J. Miller, 470th MIB-T commander, and Lt. Col. Anthonnie D. Eason, analysis control element chief, U.S. Army South (ARSOUTH), who nominated Porter for award.

Miller and Eason cited Porter in the nomination for his work at the 312th Military Intelligence Battalion, where Porter oversaw the OSINT cell and simultaneously supported three different commands.

Porter, a hands-on practitioner, not only managed the battalion's OSINT products, but ensured the collection plans met tradecraft standards and oversight requirements. He also supported ARSOUTH and the 470th MIB-T in the program objective memorandum process as well as the Army OSINT Office's work on the OSINT Modified Table of Organization and Equipment for all Army Military Intelligence Brigades.

Miller said he is very proud of Porter and the OSINT team, and he believes Porter epitomizes the excellent talent in the 470th MI Brigade.

“Mr. Porter’s knowledge, professionalism, and dedication to the OSINT mission is second to none,” said Miller. “Mr. Porter plays a significant role as he and the team provides intelligence support to ARSOUTH, other Army organizations, and the intelligence community. His recognition is a testament to the talent we have in the 470th.”

Miller also added that, “this is just the beginning of many well-deserved recognitions to come over the next few years.”

More recognition may not be what Porter wants, but he does see the value in winning major intelligence awards.

“We all need to keep showing commanders and the G2 and S2 shops the applicability of what OSINT brings to the fight,” said Porter. “We all need to be the champions of OSINT to keep moving the discipline forward.”

The 470th MIB-T sets the theater for intelligence for ARSOUTH and U.S. Southern Command's area of responsibility by providing multi-disciplinary intelligence in support of multinational operations and security cooperation in order to obstruct and deter trans-regional threat networks while strengthening regional security through an enterprise methodology. Provides trained and tailored teams as well as other enterprise capabilities to support global contingency operations. Functions as the Foundry proponent in San Antonio that manages and facilitates Army collective training at the INSCOM Intelligence Training Center (I2TC).

Headquartered at Fort Belvoir, Virginia, INSCOM executes mission command of operational intelligence and security forces; conducts and synchronizes worldwide multidiscipline and all-source intelligence and security operations; and delivers linguist support and intelligence-related advanced skills training, acquisition support, logistics, communications, and other specialized capabilities in support of Army, Joint, Coalition Commands, and the Intelligence Community.
