Lt. Col. (Ret.) Peter C. Gibbs was born on September 23, 1963, in Trinidad Tobago, West Indies. He attended Central State University and completed a Bachelor of Science in Accounting.

Gibbs commissioned into the United States Army Reserve in 1984. Throughout his 27-years of military service, Gibbs served in a variety of leadership roles both stateside and abroad. Moreover, he also deployed twice to the Middle East in support of the Global War on Terror.

In addition to fulfilling his duties as an Army officer, Gibbs has also led a rather accomplished life in the civilian sector. For 32 years, he served as an influential member of the United States Small Business Administration (SBA) in Washington, DC. Throughout his tenure with the SBA, Gibbs served in various capacities, most notably the Director for the Office of Surety Guarantees (OSG). As the Director for OSG, he managed a staff of over 25 professionals at the organization’s headquarters and regional offices. The organization thrived under his leadership and remains a vital part of the SBA.

Gibbs retired from the military in 2011. His awards and decorations include the Armed Forces Reserve Medal, the Army Commendation Medal and the Army Staff Badge among others.

In August 2021, Gibbs retired from the SBA and established his own business in Bowie, MD, Foundation Surety & Insurance Solutions. Foundation Surety established partnerships with national companies as International Fidelity Insurance Company, National Mutual Insurance Company, and The Hartford and Liberty Mutual Insurance Company. Through Gibbs’ direction, many small and emerging businesses have received the financial capital necessary to jumpstart their respective organizations to new heights.

About the Army ROTC Hall of Fame

The ROTC Hall of Fame was established in 2016 as part of the ROTC Centennial celebration. The first class (2016) inducted 326 former ROTC Cadets who had distinguished themselves in their military or civilian career.

The Hall of Fame honors graduates of the Army Reserve Officers’ Training Corps who have distinguished themselves in military or civilian pursuits. It provides a prestigious and tangible means of recognizing and honoring Army ROTC Alumni who have made lasting, significant contributions to the Nation, the Army and the history and traditions of the Army ROTC Program.
