The U.S. Army Communications-Electronics Command Integrated Logistics Support Center proudly promoted its next Executive Director at a ceremony at Aberdeen Proving Ground, MD on 4 October 2023. Ms. Nicole D. Osaghae officially assumed her duties when she was welcomed into the Senior Executive Service by CECOM commander Maj. Gen. Robert Edmonson II.

Opening remarks were delivered by Ms. Marion Whicker, Executive Deputy to the Commanding General, U.S. Army Materiel Command, who commended Ms. Osaghae for her commitment, competence, and character. MG Edmonson then praised Ms. Osaghae’s dedication to the ILSC, saying “Her investment in you (the ILSC workforce) will be felt for generations to come. I have absolute confidence that she will continue to lead the way.

Ms. Osaghae’s tenure at the ILSC dates back to 2000, while she was still completing her undergraduate work at The College of New Jersey. She went on to earn her Master’s Degree in Business Administration from Monmouth University while simultaneously working in various capacities for the Command Control System/Avionics Directorate. In the years that followed, Ms. Osaghae’s career at the ILSC progressed from Business Operations Chief to Lead for the 2005 Base Realignment and Closure of Fort Monmouth, NJ, to Branch Chief for various C5ISR critical Weapon System portfolios and Supply Chain Management. Ms. Osaghae was promoted to Deputy Director of the Power Environmental Directorate in 2016, achieving oversight for the DOD’s mobile electric power solutions for Multi-Domain Operations.

In April 2018, Ms Osaghae was selected for the role of ILSC Deputy Executive Director. Ms. Osaghae served in this senior leadership position for over five years, enabling her to provide strategic guidance across the Center while initiating significant contributions in support of Army’s People First. This role ultimately prepared Ms. Osaghae for the very next step in career advancement - the full-time position of Executive Director, ILSC that she now assumes. Said Ms. Osaghae at her promotion ceremony on 4 October, “This achievement has been made possible by the efforts of a greater team, one that is the lifeblood of the ILSC that supports CECOM in such an indispensable way”.

In recent years, Ms. Osaghae has garnered further accolades from the Aberdeen Proving Ground Senior Leadership Cohort Program and Harvard University, from which she earned her Senior Executive Fellowship in 2020. Now, Ms. Osaghae prepares for her biggest professional endeavor yet, saying “I have been privileged to learn from the best, and I hope to pass along that knowledge, inspiration, and sense of purpose within the Center”.

Ms. Osaghae’s highly anticipated promotion into the Senior Executive Service will be a tremendous asset to the ILSC during Fiscal Year 24 and beyond. It is with focus on the future that Ms. Osaghae stated, “I fully intend to make the Center and its workforce as proud of me as I already am of everything that the ILSC represents and the dedicated people who are part of it.

MG Edmonson and Ms. Whicker were joined for the occasion by CSM Michael Conaty, as well as other CECOM leaders such as Ms. Liz Miranda, Deputy to the Commanding General, and Mr. Francis King, Chief Counsel. CECOM leadership is very pleased to congratulate the newest Executive Director of the ILSC, Ms. Nicole D. Osaghae!
