The Office of the Assistant Secretary of the Army for Financial Management and Comptroller’s Business Process Reengineering team was recognized with a 2022 Army Lean Six Sigma Excellence Awards Program (LEAP) award during a virtual ceremony September 6, 2023.

The LEAP awards recognize outstanding organizational and project team efforts that have used continuous process improvement and Lean Six Sigma methodologies to transform their business processes. Business process reengineering (BPR) is one of these methodologies.

“Continuously examining and optimizing processes for efficiency is important to leaders, managers and continuous process improvement practitioners in the Army’s business space,” said Mr. Robin P. Swan, Director, Army Office of Enterprise Management.

The OASA (FM&C) team’s Resource Manager’s Workspace (RMW) BPR project won the Project Team LEAP Award in the HQDA Secretariat, Policy, category. The team consisted of BPR team lead Diolinda Schreiber, operations research analyst, and overall RMW project team owners Lt. Col. Jason Allen, Finance Corps officer, and Von Carroll, financial management analyst. The project was selected to address documented gaps of organizational performance, including system redundancies, manual and disparate processes, and data discrepancies. The BPR effort looked at existing resource management (RM) processes and worked with HQDA and command representatives to improve and standardize these processes, which will be implemented through the RMW tool.

The results of the RMW BPR project are expected to improve the entire Army RM organization’s performance and efficiency. Once implemented, RMW will reduce repetitive, manual data gathering, data validation and data synchronization. It will produce RM products that are accurate, complete, reproducible and minimize the need for data wrangling validation and rework.

“The outcomes of the OASA (FM&C) Business Process Reengineering team’s RMW project will improve Army readiness outcomes, financial stewardship and audit outcomes while simultaneously optimizing financial management processes and paving the way for the continuing modernization of Army financial management systems, including Enterprise Business System Convergence,” said Swan.

Once fully implemented, the RMW tool will improve efficiency by enabling clean sharing of information between authoritative systems and commands through shared access to program and budget data elements. The improved processes will significantly reduce the level of effort expended performing data manipulations, estimated to be 40 man-hours per person, for 10,000 RM users. Further benefits include increased analyst efficiency, better-informed leader decision making, as well as reducing data duplication within RM systems and sun-setting legacy systems.

The OASA (FM&C) BPR project’s design allows for replicating its RM improvements across all commands, impacting the Army’s entire RM community. The replications include program, budget, and RM processes, procedures and information systems utilized within and between commands and Department of the Army Headquarters. After all replication opportunities are implemented, they will impact approximately 250 RM offices and 10,000 financial management specialists, responsible for programming and budgeting. The processes were designed to work efficiently and free up user’s time to focus on analytics.

The RMW tool aligns with OASA (FM&C)’s strategic goals and the Army FM Campaign Plan.
