PICATINNY ARSENAL, N.J – On Monday August 14, the Joint Program Executive Office welcomed Dr. Theresa A. Smith as the Deputy Joint Program Executive Officer for Armaments and Ammunition. Smith assumes a crucial leadership role within the organization and brings a wealth of experience and expertise to the position.
The new deputy's primary responsibility will be to spearhead efforts focused on the development and acquisition of leap-ahead munitions designed to significantly enhance the combat capabilities of the Joint Warfighter. These munitions will serve as force multipliers, enabling the Joint Warfighter to maintain overmatch capabilities on the battlefield and adapt to evolving threats.

Gen John Reim, the Joint Program Executive Officer for Armaments & Ammunition. “She is an incredibly talented professional and I look forward to working with her as we deliver advanced armaments and ammunition capabilities to our Joint Warfighters and international partners. These are historic times as we have been given the awesome responsibility of rebuilding the Arsenal of Democracy.”
In addition to her role in munitions development, Smith will also provide vital oversight for the entire life cycle management and sustainment of Army weapon systems and equipment. This oversight will span from the initial stages of research and development through rigorous test and evaluation processes, acquisition procedures, logistics, fielding, and disposition.

Smith’s background spans decades of leadership roles in defense logistics, ammunition, explosives safety, and human capital and she is no stranger in managing senior executive assignments. From March- November 2021 Smith was detailed as a Tier-2 Senior Executive. In that capacity she served as the Army’s top civilian expert on supply operations and troop support matters and was responsible for the management and synchronization of six divisions (Property Accountability, Troop Support, Munitions, Secondary Items, Major End Items, and Medical Logistics) as well as the day-to-day administration of the directorate. Upon completing her detail assignment Dr. Smith served in various roles including executive officer to the U.S. Army Deputy Chief of Staff, G-4.
