Office of Enterprise Management (OEM) Proudly Supports Newly Appointed Army Chief Information Officer (CIO) Leonel Garciga

Recently appointed Chief Information Officer (CIO) Leonel Garciga has a new mission - to drive the Army’s first Digital Information Strategy, designed to modernize the information technology (IT) and data networks across the enterprise, while also ensuring the effective management and utilization of these information systems, and serving as the principal advisor to the Secretary of the Army.

Among the several pivotal organizations that Garciga will be partnering with in his new role is the Office of Enterprise Management (OEM). Per the Re-Designation of Office of Business Transformation (OBT) to Office of Enterprise Management (OEM) (GO 2023-07 – AGO) (6 April 2023), effective 31 March 2023.

OEM is responsible for supporting the CIO with two key functions:

  • Supporting the CIO with Army Business Mission Area (BMA) Defense Business System (DBS) management actions leading to annual CIO certification of priority and covered DBS certification.
  • Supporting the CIO with management of the Army business enterprise architecture and the integration of that architecture into the CIO's information technology enterprise architecture.
How Are These Functions Supported? 

OEM, first, assists the CIO in the DBS certification process, which examines the goals and planned spending for all DBS investments within the Army BMA. Specifically, as part of 10 U.S.C. § 2222 (i)(1), the CIO must prove that every IT investment fulfills the following criteria:

  • Supports a business operation, function, or activity that meets the definition of a DBS
  • Supports a business operation, function, or activity that meets the definition of an information system
  • Involves inherently managerial functions or provides business functions or capabilities such as strategic planning, case/correspondence/records management, project or program management or other staff functions performed at a management headquarters level

Secondly, OEM aids the CIO with management of the Army business enterprise architecture and the integration of that architecture into the CIO's information technology enterprise architecture. Meaning, OEM helps with the oversight of how the Army’s IT infrastructure aligns with the organization’s goals and how it can continue to improve to be support Soldiers through the DBSs.

In all, OEM plays a pivotal role in supporting the CIO in the Army’s digital transformation. As the CIO investigates the ever-changing and ever-innovating digital landscape, OEM will be by his side to support strategic system and process enhancements that support informed decision making that impact Soldiers every day.
