What is it'
Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) On-the-Move (OTM) Integrated Capabilities Event 2009 (E09) is the Army's C4ISR system-of-systems, integrated capabilities event. E09 represents the largest integrated, future force network architecture to date: hundreds of live communications, sensor and command and control systems converge and are complemented by a brigade-sized element represented in virtual and constructive simulation.
The results of C4ISR OTM E09 directly support Program of Record Milestone decisions, enhance and facilitate research and development (R&D) technology transition to Programs of Record and aid in developing those technologies through various levels of readiness. E09 also serves as a venue for assessing future force capabilities and accelerating candidate capabilities for insertion into the current force.
C4ISR OTM E09 features five axes of exploration designed to address specific science and technology objectives, warfighter outcomes, and future force technical risks. The technologies are evaluated against specific performance criteria in a relevant environment. Among this year's key assessments are the 2013 Modular BCT Architecture, Unified Battle Command, and an initial look at Network Capability Sets.
The Event is an incubator for ideas regarding technology development and systems-of-systems systems engineering. It provides a cooperative, non-attribution environment for subject matter experts from across the DoD, industry and academia to collaborate. The resulting synthesis of this energy, work and technology is a better product for the warfighter.
Product Manager C4ISR OTM will be hosting E09 Presentation Days at Fort Dix, N.J., from Sept. 8 - 10, 2009.
What has the Army done'
The Army established this integrated C4ISR system-of-systems technology environment in 2003 and formalized it as an R&D program of record in 2006. PM C4ISR OTM evaluates technical applications and maturity for emerging networking, sensors and C4ISR-enabling platforms on a year-round basis in order to demonstrate the impact of integrating these capabilities in a system-of-systems environment.
What continued efforts does the Army have planned for the future'
These C4ISR OTM integrated capabilities events will continue annually and serve to inform the Army and joint communities on the capabilities of emerging technology in order to keep up with the rapid pace of change in the operating environment.
Why is this important to the Army'
With the Army transitioning to a brigade modernization approach, PM C4ISR OTM provides the Army with a relevant environment to reduce and mitigate risks, to address high priority science and technology shortfalls and to accelerate capabilities to enhance the current force.
