REDSTONE ARSENAL, Alabama (June 14, 2023) – The Army Contracting Command-Aberdeen Proving Grounds executive director was appointed to the Senior Executive Service during a ceremony recognizing her exceptional skills and acquisition abilities May 11 at Aberdeen Proving Grounds, Maryland.

Danielle Moyer was appointed ACC-Aberdeen Proving Ground’s executive director in April and received her SES flag in a ceremony presided by Brig. Gen. Christine Beeler, the ACC commanding general.

Moyer, who has been in the contracting career field for more than 22 years, became one of approximately 300 members to serve in key SES positions responsible as a link between presidential appointees and the federal workforce. Her career started when she was a sophomore in high school as a GS-1 for the Army Corps of Engineers Baltimore district and has served in every grade level throughout her career. Moyer earned a bachelor’s degree in business administration from the University of Baltimore and a master’s degree from the Naval Postgraduate School.

“This is my dream job!” exclaimed Moyer who now leads an organization of more than 900 contracting professionals. “I have wanted this job my entire life. I firmly believe that people are loyal to leaders who are loyal to them and as a result, I drive a very ‘People First’ leadership mentality and that really helps build and retain talent. People are the Army’s greatest resource, and we can ensure our Soldiers never enter a fair fight if we have the most motivated, healthy and happy workforce.”

ACC-Aberdeen Proving Grounds is comprised of 15 buying divisions in 10 locations whose members execute more than 25,000 contract actions annually valued at more than $20 billion. As executive director, Moyer manages and leads a geographically dispersed contracting center responsible for enabling Army readiness and modernization by supporting Army-wide research and development efforts and mission-critical contracting initiatives for program executive offices, institutional Army customers and the warfighter. Her organization’s procurement expertise also includes foreign military sales, agile software and digital acquisition, cooperative agreements, depot-level maintenance, professional services, and grants.

“This promotion is a recognition of Danielle’s accomplishments as well as her potential for even greater contributions to our Army and our nation,” Beeler said during the ceremony. “There are very few civil servants who advance from GS-01 to SES. That is a true reflection of Danielle’s determination, intelligence and hard work.

“The position of senior contracting officer and executive director for ACC-Aberdeen Proving Grounds is absolutely critical to our Army today and well into the future,” Beeler added. “ACC-Aberdeen Proving Grounds has an indispensable role of delivering decisive contracting solutions across the full spectrum of conflict as part of the Joint Force, anytime, anywhere. In today’s world of increasingly complex and aggressive potential adversaries I can’t think of a more important and diverse set of contracting expertise that supports our warfighters, day-in and day-out. There is no one more qualified to do the job than Danielle.”

Moyer and ACC-Aberdeen Proving Grounds officials provide responsive, cost-effective, and compliant contracting solutions in support of Army readiness, modernization, and Soldier lethality. ACC-Aberdeen Proving Grounds has a contracting presence at Adelphi, Maryland; Fort Belvoir, Virginia; Fort Huachuca, Arizona; Frederick, Maryland; Natick, Massachusetts; Research Triangle Park, North Carolina; Tobyhanna Army Depot, Pennsylvania; Austin, Texas; Orlando, Florida; and White Sands Missile Range, New Mexico.

“So many people who have helped shape me into who I am today,” added Moyer, who is a native of Baltimore. “The people who pushed me to be better than I was the day before, and the people who I have had the wonderful privilege of leading have all made this possible. My family and friends have been so supportive of my career. I could not be more thankful to the Army and all the people who helped pushed me here.”

Grounded in the Constitution, the Senior Executive Service is a corps of executives selected for their leadership qualifications, with members demonstrating well-honed executive skills and sharing a broad perspective of government and a public service commitment. Members of the SES operate and oversee nearly every government activity in approximately 75 federal agencies.
