In preparation for the installation’s Black Start Exercise in September, U.S. Army Garrison Bavaria will conduct a series of four scheduled partial power outages at Tower Barracks, Rose Barracks, and at the Grafenwoehr Training Area.

The first scheduled outage will take place Friday, June 16 from 6 to 8 a.m. in the area of the Fifth Community (Camps Aachen / Algiers / Kasserine and ranges, minus the Joint Multinational Simulation Center campus) and Rose Barracks east (east of Constabulary Blvd. to include portions of the Langenbruck, Altneuhaus, and Gruenwald housing areas plus a small portion of buildings west of Constabulary Blvd.).

The outage may affect traffic signals; commuters should use caution at all marked intersections.

Upcoming scheduled outages: 
June 16 from 6-8 a.m.: Fifth Community (Camps Aachen / Algiers / Kasserine and ranges, minus the Joint Multinational Simulation Center campus) and Rose Barracks east (east of Constabulary Blvd. to include portions of the Langenbruck, Altneuhaus, and Gruenwald housing areas plus a small portion of buildings west of Constabulary Blvd.).

BLACK START EXERCISE

U.S. Army Garrison Bavaria’s main Black Start Exercise will take place in September at Tower Barracks, Rose Barracks, and the Grafenwoehr Training Area. It will be conducted over two separate days. Due to operational security the dates and times will not be published prior to the event.

A Black Start Exercise is a planned power outage where electricity to the installation will be temporarily turned off for an extended period of time to test and access the installation’s readiness and power resilience.

The Department of Defense requires installations from each branch of service to conduct these exercises annually.
