Agreements Officer honored for innovative strategy that saves time, money

Contracting specialist wins prestigious award

Morgan Ziatyk, a contracting/agreements/grants officer with the Army Contracting Command New Jersey, has received the “Innovation in Contracting Strategies” individual award in recognition of her contracting strategies that saved money and time for a critical Army program.

Ziatyk was honored for developing an innovative contracting strategy for a Project Manager Close Combat Systems (PM CCS) prototype project to develop close terrain shaping obstacles. PM CCS is part of the Joint Program Executive Office Armaments and Ammunition, with headquarters at Picatinny Arsenal.

She received the award as part of the 2022 Army Acquisition Executive’s Excellence in Leadership Awards. The awards were announced at a Pentagon ceremony on Jan. 10 recognizing individuals and teams whose performance and contributions directly reflect outstanding achievements in support of Army modernization.

Ziatyk developed a mission-tailored, stand-alone Other Transaction Agreement (OTA) for the terrain shaping program. The agreement was estimated to save between $2 million and $7 million, along with a schedule savings from two to seven months, when compared to other contracting options.

The innovative OTA uses a flexible milestone structure that will allow feedback from Soldier Touchpoints to direct the project focus on an ongoing basis during system development. In addition, the innovative approach will allow PM CCS to reshape the project based on schedule and cost constraints.

“I will be continuing to gain new experiences with various contractual approaches and serving as a mentor and sounding board to my co-workers,” said Ziatyk, an 18-year contracting veteran with ACC New Jersey, which is headquartered at Picatinny Arsenal.

“I consider what I do on a daily basis to be ‘just doing my job,’ providing contractual approaches and solutions to my customers that can help them obtain what they need in the most efficient and effective manner possible,” she said. “However, I do recognize the hard work and additional effort I put into the work I do, for the warfighter, my customers, and my organization as well as for taking pride in what I do in my career overall. I am grateful for the contract specialist and supervisory support I have, which has a positive impact on what I do daily.”
