21st Signal Brigade holds change of responsibility ceremony

The U.S. Army’s 21st Signal Brigade held a change of responsibility ceremony on Fort Detrick Friday, February 3, 2023. Command Sgt. Maj. Danny Rebolledo relinquished responsibility to Command Sgt. Maj. Thomas Bray.

Presiding over the ceremony was COL Julia Donley, Commander, 21st Signal Brigade. She praised Command Sgt. Maj. Rebolledo for helping lead the organization through the COVID-19 pandemic without any break in its 24/7/365 support to National Capital Region organizations.

“CSM Rebolledo faced this challenge with his poise, his good nature, and his positive demeanor, placing his steady hand on the brigade and letting everyone know it was going to be okay,” said COL Donley.

Command Sgt. Maj. Rebolledo said he was honored to serve as 21st Signal Brigade Command Sergeant Major, and he thanked the teams he served with at the brigade and higher headquarters, 7th Signal Command (Theater), as well as the subordinate 302d and 114th Signal Battalions.

“Whether it’s directly or indirectly, the Razor Brigade Soldiers and Civilians not only provide capabilities that support the 19-year-old warfighter in a foreign country, and but they also provide support to the highest office in this land, and everything in between,” said CSM Rebolledo.

Assuming responsibility as the brigade’s highest enlisted Soldier is Command Sgt. Maj. Thomas Bray. He most recently served as CSM of the 302d Signal Battalion. Other assignments have included Proponent Sergeant Major at the Office Chief of Signal, Fort Gordon, GA; 1SG at the Cyber Center of Excellence, Fort Meade, MD; Senior Enlisted Advisor at the White House Communication Agency; and Operations Supervisor, 55th Signal Company, Fort Meade, MD. CSM Bray enlisted in the Army on November 14, 2000, and attended basic training at Fort Jackson, SC. He attended Advanced Individual Training at Fort Meade, Maryland, and graduated as a 25M Multimedia Illustrator in May 2001.

CSM Bray remarked, “This organization has a long history of providing strategic communication in the form of visual information, NEC support, gateway support, and RHN support to the highest levels of leadership in the Department of the Army and the Department of Defense. But this cannot be done without the team. I look forward to supporting the Soldiers and Civilians of this organization.”

The 21st Signal Brigade conducts network operations for theater-based LandWarNet communication systems, networks, and enterprise services providing information services support to warfighters, intergovernmental, interagency, and civil authorities to enable full spectrum operations.

The 21st Signal Brigade’s mission is to provide Command, Control, Communications, and Computers (C4) systems support to the President, Secretary of Defense, Joint Chiefs of Staff, Department of Defense, Combatant Commanders and other Federal Agencies. To establish, operate, protect, and sustain the Army's CONUS (Continental United States) strategic portion of the Global Information Grid. To protect and provide for the well-being of our people. The Brigade is headquartered at Fort Detrick, Maryland and has three subordinate battalions: the 114th Signal Battalion located at Raven Rock Mountain Complex in Adams County, Pennsylvania; the 302d Signal Battalion headquartered at Fort Detrick, Maryland; and the 55th Signal Battalion headquartered at Fort Meade, Maryland.

The 21st Signal Brigade is a major subordinate command of the 7th Signal Command (Theater). The original 21st Signal Group was constituted on 22 June 1965 in the Regular Army as the Headquarters and Headquarters Detachment, 21st Signal Group and activated on 1 September 1965 at Fort Bragg, North Carolina. The unit was headquartered at Nha Trang, South Vietnam and provided area signal communications support throughout 10,000 square miles of area I and II of the Corps tactical zones. The unit also saw action throughout thirteen campaigns during the Vietnam War and received the Meritorious Unit Commendation. The Unit went inactivated on 27 November 1971 at Fort Lewis, Washington. Then on 16 October 2003 the Unit was reactivated and designated the 21st Signal Brigade, headquartered at Fort Detrick, Maryland.
