WIESBADEN, Germany – German citizen and Wiesbaden native, Martin Hallbauer has been named the Department of Public Works Business Executive of the Year. Hallbauer is one of eight U.S. Army-wide DPW professionals to be recognized as an annual executive award winner.

As the Business Operations & Integration Chief at U.S. Army Garrison Wiesbaden Department of Public Works, Hallbauer likes to go full throttle. With degrees in mechanical engineering, electrical engineering and economics, Hallbauer has previous experience working as a consultant and business manager following the completion of his academic degrees. However, for the past six years, he has excelled as the BOID Chief at DPW, as evidenced by his nomination and selection as one of only eight U.S. Army DPW Business Executives of the Year.

“I am extremely proud of the award because I was fortunate enough to lead a dedicated team of professionals that impressed me every day,” said Hallbauer. “We have to do our job and we should also have fun doing it. I see motivating my team again and again as one of my main tasks.”

The annual Army award program gives leaders an opportunity to recognize individuals and organizations demonstrating excellence in support of readiness, Soldiers and families through the installation public works and real property missions.

Some of the projects Hallbauer has championed include reshaping the directorate’s organizational structure based on the Standard Garrison Organization model, and creating working groups with customers and unit commands. Establishing and facilitating these working groups resulted in a decrease in work requests, while concurrently saving the U.S. Army more than $1 million.

In conjunction with the rollout of the new Army Maintenance Application, or ArMA, Hallbauer also oversaw a quarterly labor study to ensure the project workloads are properly balanced and shared between in-house public works experts and projects that are contracted out to local maintenance professionals.

With more than 1,135 enrollments and more than 8,489 service orders placed through the system to date, the workload on the customer service center has been reduced.

“I love being at DPW and it makes me proud to be a part of this team,” said Hallbauer.
