2022 Hall of Fame Inductee

Lt. Gen. (Ret.) Robert Arter was born on September 7, 1929, in Massillon, Ohio.
Arter attended Ohio University where he completed both a Bachelor of Science in Personnel Management and the Army ROTC program. He graduated and commissioned in 1950.
His career lead Arter to command troops in the Korean War. He later served twice in Vietnam as both an advisor and as commander of 1st Battalion, 506th Airborne Infantry Regiment. He would later command 1st Brigade, 101st Airborne Division, the 3rd ROTC region, the US Army Military Personnel Center and the 6th United States Army.
After 36 years of service, Arter retired on March 31, 1986. His military awards and accolades include the Distinguished Service Medal, Silver Star, Legion of Merit, Distinguished Flying Cross, Bronze Star, Air Medal and the Vietnam Cross of Gallantry.
After retiring, Arter worked as the Superintendent of Wentworth Military Academy. He later served as President and CEO of Armed Forces Bank in Leavenworth, Kansas, serving military members and their families. He remains a member of this board to this day.
Arter founded the Command and General Staff College Foundation to assist in educating officers at mid-career. He returned in to service upon being named the civilian aide to the secretary of the Army for Kansas, a position held for 13 years. He resigned in 2018 at 88-years-old to spend more tie with his family.
Arter has also served on the Kansas Governor’s Military Council where he advised the governor on matters important to Soldiers and their Families.
Arter is in the Phi Kappa Tau Hall of Fame as well as the Ohio University Army ROTC Hall of Fame. He is the namesake for the Arter-Darby Award given to top Command and General Staff College student in military history and the annual Arter-Rowland National Security Forum. He continues to remain active in the military and civilian sectors. He is the president emeritus of the CGSC Foundation.
About the Army ROTC Hall of Fame
The ROTC Hall of Fame was established in 2016 as part of the ROTC Centennial celebration. The first class (2016) inducted 326 former ROTC Cadets who had distinguished themselves in their military or civilian career.
The Hall of Fame honors graduates of the Army Reserve Officers’ Training Corps who have distinguished themselves in military or civilian pursuits. It provides a prestigious and tangible means of recognizing and honoring Army ROTC Alumni who have made lasting, significant contributions to the Nation, the Army and the history and traditions of the Army ROTC Program.
