Dennis Teefy, Project Director Sensors-Aerial Intelligence (PD SAI), presided over a Change of Responsibility ceremony in which Eric Hughes, Acting Product Manager Medium Altitude Reconnaissance and Surveillance System (PM MARSS), handed over the charter to Michael Payne, the incoming PM MARSS on June 14 at Aberdeen Proving Ground, Maryland.

Hughes assumed PM MARSS duties from Lt. Col. Burke in February 2022. During his time as Acting PM, he oversaw numerous activities across the PM MARSS programs. Most notably were the induction and execution of multiple Communications Intelligence (COMINT) sensor upgrades on the Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS) platforms, delivery of upgraded software baselines to the sensors on the Guardrail Common Sensor (GRCS) platforms in support of the U.S. Forces Korea Operational Needs Statement (ONS) as well as the significant planning and execution of the Airborne Reconnaissance Low – Enhanced (ARL-E) program termination and equipment disposition. His efforts not only continued the support of the capabilities of the Army’s Intelligence, Reconnaissance and Surveillance (ISR) current platforms but also provided additional critical leadership into the signal collection and processing capabilities for the warfighter relevant for the Army’s future ISR mission.

Before becoming the new PM MARSS for PD SAI, Payne was board selected as the Product Director for Army Human Resource Systems (PD-AHRS) in August of 2021. He also served as the Deputy Project Director for Enterprise Services, and as the Deputy Project Manager for Tactical Networks and Deputy Project Manager for Tactical Radios at the Program Executive Office Command, Control, and Communications-Tactical (PEO C3T).

As the incoming Product Manager for MARSS, Michael Payne brings superior leadership and acquisition expertise to set the tone and lead PM MARSS into the future by actively managing all lifecycle aspects of the MARSS portfolio to ensure fully supportable systems and capability that meet reliability, availability, and maintainability requirements.
