ABERDEEN PROVING GROUND, MD – Army Contracting Command and Project Manager, Intelligence Systems and Analytics (PM IS&A) entered into separate Other Transaction Authority agreements with Palantir Technologies and Raytheon Intelligence & Space. Each vendor was awarded a Firm Fixed Price contract task for $36M for development and integration of a Tactical Intelligence Targeting Access Node (TITAN) prototype system.

TITAN is the Army’s next-generation Intelligence, Surveillance, and Reconnaissance ground station enabled by Artificial Intelligence and Machine Learning to process sensor data received from Space, High Altitude, Aerial and Terrestrial layers. TITAN will provide intelligence support to targeting and situational awareness and understanding, ultimately reducing the sensor-to-shooter timeline and enabling MDO.

During this competitive prototyping effort, Palantir and Raytheon will each deliver a TITAN Advanced prototype based on operational requirements and user feedback from Soldier Touch Points. These prototypes will be evaluated at a capstone demonstration to inform the Army’s selection of a single vendor to mature and deliver all TITAN prototypes and variants, integrate new critical technologies, and posture TITAN for transition to production and fielding.

PM IS&A will deliver the up-selected prototype as the First Unit of Issue to the operational force for residual capability and user feedback following completion of the capstone demonstration.

This competitive prototyping effort builds on the prior 12-month DCGS-A Ground Station Modernization activity. Palantir and Raytheon developed full system designs that were reviewed during a Critical Design Review and Technical Demonstration in late 2021. During the Ground Station Modernization phase, over 140 military intelligence analysts and maintainers – future TITAN operators – participated in Soldier Touch Points to refine workflows and user interfaces to ensure TITAN meets the needs of Soldiers in Multi Domain Operations (MDO).
