I am pleased to announce the official appointment of Mr. Robert Cook as the Principal Deputy Assistant Secretary of the Army, Financial Management and Comptroller as of June 6. Mr. Cook will have a major role in strategic planning, workforce development, financial operations (including audibility) and financial systems improvement. He will also advise me on all ASA, FM&C matters.

Mr. Cook spent over 26 years as an Army finance officer and has extensive experience in the private sector as a financial management executive. He most recently served as a Partner at Kearney and Company, one of the largest Certified Public Accounting firms in the country that provides a myriad of financial, information technology, and program management services focused on the federal government. Prior to that, he was a Director in Grant Thornton’s Federal practice, providing audit and audit support services to the DoD and the Social Security Administration.

His other private industry experience included serving as Director, Government Services, Lockheed Martin Information Technology, where he led the outsourced DoD military retired pay operations—with a workforce of over 650 personnel who provided retired pay services for 2.2 million military retirees and their annuitants globally.

Mr. Cook’s extensive background leading large/complex financial services organizations, coupled with his extensive Army experience gained serving as an Aide and Military Assistant to the Under Secretary of the Army, as a military analyst, Base Operations Support in the Army G8 (Program Analysis and Evaluation), and as Division Chief, Operations and Maintenance Appropriation, Army Budget Office, will prove beneficial to our Soldiers, Civilians, and contract partners in executing the Army’s strategic financial management missions.

Additionally, as a Certified Information Systems Auditor and Certified Defense Financial Manager, his recent experience in providing audit and audit support services to the Army will strengthen our resolve in moving beyond a financial statement audit disclaimer toward the path of an unmodified opinion.

His mix of public and private industry service makes him ideally suited to fill this critical senior Army leadership role.
