PITTSBURGH, Pa. -- The US Army Corps of Engineers Pittsburgh District will use $17.4 million in American Recovery and Reinvestment Act Funds to complete the construction of a riverwall at Monongahela River Locks and Dam 4 at Charleroi.
The work, which supports an estimated 204 direct jobs and 230 indirect jobs, is being done by Trumbull Corp. & Brayman Construction Corp. Joint Venture of West Mifflin, Pa. as part of the long-delayed Lower Monongahela River Project. The work at Charleroi would have disappeared when current riverwall funding expired as scheduled in September.
"This is a needed shot in the arm for the project and the economy. We're generating work as quickly as we can to bolster the region's job growth and prosperity," said Col. Michael Crall, district engineer for the Pittsburgh District. "The Charleroi work and our other Recovery Act projects will not only generate work in the private sector, it will help modernize our deteriorating infrastructure, reduce the risk of failure, and take a bite out of a quarter of a billion dollars in critical backlogged maintenance here in the district."
The Pittsburgh District has awarded nearly $30 million in ARRA-funded contracts since receiving the first allotment of funds in early May. The district expects to award a total of $120 million of $140 million in ARRA funds by Sept. 31, the end of the 2009 fiscal year.
Of the $4.6 billion appropriated to the Corps for its civil works programs nationally, $2 billion is for construction and $2.1 billion for operations and maintenance work. The Pittsburgh District has received $105.6 million for construction and $28.9 million for operations and maintenance projects.
The district also received $5 million under the Formerly Utilized Sites Remedial Action Program to clean up radioactive waste at the Parks Township Shallow Land Disposal Area. The Pittsburgh District expects to create 1,700 direct jobs and 1,900 support jobs through Recovery Act-related work within its five-state region.

Charleroi Locks and Dam is one of 23 locks and dams the Corps operates to maintain navigation on the upper Ohio, Allegheny and Monongahela rivers. The district also reduces the risk of flooding by operating 16 flood reservoirs in five states.
Its other missions include environmental restoration, water supply, recreation and regulation of the Clean Water Act. The Corps partners with local communities to help reduce the risk of flooding and to improve water supply, sanitary sewer and storm water infrastructure.
