WASHINGTON, D.C. – Mr. Thomas Dougherty, Executive Director and Senior Contracting Official at Army Contracting Command New Jersey, was honored with a letter of appreciation from President Joe Biden for his contribution toward the DoD fight against the COVID-19 pandemic.

Deputy Secretary of Defense Kathleen H. Hicks held a virtual ceremony on January 21, 2022 to recognize Mr. Dougherty and other acquisition professionals who worked on the White House and DoD COVID-19 supply chain global effort.

Mr. Dougherty was appreciative of the honor, yet quick to share the accolade with his team.

“It was truly an honor to join with other members of the COVID-19 Global Vaccination Team and have Deputy Secretary of Defense Hicks present this letter of recognition from the President. It has been a long 20 months supporting the global fight against the pandemic and recognition such as this allows us to pause a moment and reflect on the impact of all the incredible work the team did. There are so many people across the ACC Enterprise that support this fight and I hope they know that the words of the President apply just as much to them as they do to myself and the rest of the Global Vax Team, ”Your efforts are not just saving lives – they are helping us get our lives back.” They should all take great pride in the work they have done and continue to do.”

Mr. Dougherty played an instrumental role in establishing ACC-NJ as a center of excellence for Other Transactions, and his expertise in both FAR-based and non-FAR based acquisitions allowed ACC-NJ to utilize innovative and expeditious contract methods for acquisitions of vaccines, diagnostic and therapeutic technologies, all of which helped ensure an immediate response to the global COVID-19 pandemic.
