The Detroit Arsenal has another Stalwart Award winner

Joe Mravec received the Stalwart award virtually from Davis D. Tindoll, director of IMCOM Sustainment during a ceremony Nov. 17.

The Stalwart Award is given to Installation Management Command employees who distinguish themselves amongst their peers and leaders as outstanding IMCOM civilians and exceed the call of duty to achieve the Army and IMCOM objectives.

Mravec is the Detroit Arsenal Installation Emergency Manager and in that capacity he manages the Installation Emergency Operations Center. During the entire COVID epidemic, he has provided the Senior Commander, Garrison Manager and other senior leaders with situational awareness and a common operating picture. He coordinated with the Public Health Command, public affairs, and installation tenants to develop awareness messaging for COVID-19. He also acted as a direct liaison with the district FEMA planning team and quickly linking the installation with the Michigan National Guard COVID Response Task Force.

“Joe is all things Stalwart,” said Garrison Manager Carrie Mead. “He cares greatly about achieving his mission and taking care of the team. In his role as emergency manager, he’s vigilant in keeping the team prepared to respond and recover from various emergencies. Challenged by the unknown of pandemic, Joe rose as a leader and was integral in charting our path to keep our Arsenal teammates safe.”

Mravec also developed, coordinated and managed the Detroit Arsenal Vaccine Distribution Plan for more than 26,000 Soldiers, Marines, Air, Force, Navy, DA Civilians, Contractors, Military Retirees, and their dependents during a conditions-based, mission focused recovery in support of Installation and Army readiness.

Besides completing the Garrison Continuity of Operations Plan and integrated installation tenant COOP plans into a cohesive strategy, Mravec ensured the team utilized WebEOC during our COVID-19 response. Additionally, he created a focused Detroit Arsenal COVID-19 tracker, Personal Protective Equipment and the COVID-19 vaccination boards in WebEOC as a part of our cohesive strategy in managing emergency response and recovery from COVID-19WebEOC is a web based program that provides an overview of an incident. It compiles data shared between integrated systems for communication, information management, and intelligence & information sharing.

“It has been my honor to work with an outstanding team in the Directorate of Operations at the Detroit Arsenal and they are the reason I was able to receive this award today,” said Mravec. “As the Emergency Manager, I managed the Core EOC staff and Emergency Support Functions quickly to deploy resources (equipment, supplies and/or personnel) to local first responders to support their response efforts in combatting the spread of COVID-19.”

Mravec continues to set himself apart from his peers with his willingness to help while promoting IMCOM’s mission and values. His ability to include others in developing operational solutions while simultaneously implementing timely decision points has made him a role model among his peers.
