ABERDEEN PROVING GROUND, Md. (July 6, 2021) – The U.S. Army Network Cross-Functional Team (N-CFT) and the U.S. Army Program Executive Office for Command, Control and Communications-Tactical (PEO C3T) are seeking white papers in order to assist the Army with modernizing the network in three specific topic areas for Capability Set 25 (CS25), as outlined below:

·        C4ISR Modular Open Suite of Standards (CMOSS) Radio Technologies: Continue development of CMOSS-enabled devices. Development of multi-waveform software defined radio cards (TSM/SINCGARS, CNR/MUOS/LMR/Link 16). Ability to host multiple waveforms on a single card. CMOSS crypto card.

·        SATCOM Modernization: Modernization of SATCOM systems to streamline the tactical Army’s satellite modem product line into a smaller logistical footprint to improve satellite modem operations with less hardware, use of virtualization, or a combination of both, while preserving the ability to operate in a dynamic tactical battlefield environment using its current and future compliment of satellite ground terminals.

·        Predicted Combat Power Using Artificial Intelligence (AI)/Machine Learning (ML): Apply AI/ML to data sets for in-transit visibility of supplies in the supply chain, asset visibility of supplies in the theater, supply consumption rates based on current mission tasks, and impacts of the battlefield environment to predict logistical status and combat power and actions needed to support a commander’s future mission.

Detailed descriptions of the topic areas, as well as submission instructions, can be found via the Technical Exchange Meeting (TEM) Industry Community within the Joint Communications Marketplace (JCM): https://jtnc.experience.crmforce.mil/TEMIndustry/s/.

Please note that all white papers must be submitted through the JCM TEM community at the link above. Topics areas and submission instructions can also be found using this link. No white paper submissions will be accepted through Sam.gov.

White papers should be no more than eight pages in length, and must be submitted no later than 5 pm EDT on July 20, 2021.

In order to be eligible to submit a white paper, you MUST be registered as a TEM user to the JCM (https://jtnc.experience.crmforce.mil/JTNC/s/register).

A step-by-step guide on how to navigate through the white paper submission process on JCM is available here: https://jtnc.my.salesforce.mil/sfc/p/#t0000000LBWi/a/t0000001Np6D/6bnKrkTNswSATuydLPGXJn92JfbLhHlI.ztVuvsV4zA

The call for white papers is in response to the U.S. Army Network Modernization TEM 6: CS25, which was held June 2, 2021, in Havre de Grace, Maryland.

The event served to assist industry partners and interested government organizations in identifying and aligning their efforts with the Army’s CS25 development efforts. CS25 will build upon CS21 and 23, but will focus on automation, network protection, and enabling Joint All Domain Command and Control (JADC2) with data management and integration of commercial network transport capability.
