Ms. Robyn Schilling Colosimo, P.E. was selected as the Director for Policy and Legislation to the Assistant Secretary of the Army (Civil Works) (ASA(CW)) in December 2020. Ms. Colosimo serves as an authoritative policy and program advisor to the Assistant Secretary and Principal Deputy Assistant Secretary (PDASA(CW)) for all aspects of the Nation's water resources policy, guidance, and legislative initiatives, and as liaison for the ASA(CW) with Congress. Furthermore, Ms. Colosimo also oversees policy and program implementation on behalf of the ASA(CW) for all Civil Works aspects of the regulatory and related programs and tribal affairs of the U.S. Army Corps of Engineers and other Federal agencies which includes commercial navigation, flood risk management, hydroelectric power generation, outdoor recreation activities, fish and wildlife habitat restoration, ecosystem management, municipal and industrial water supply, and related water resources activities.Ms. Colosimo is a results driven leader with 32 years of experience, resolving long-standing and complex problems through collaborative and strategic action on tight timelines, while leveraging resources and developing staff. She has a diverse leadership, supervisory and policy background, including working for the Executive Office of the President (National Economic Council and Council on Environmental Quality), Corps Headquarters and Baltimore District, as well as private sector engineering firms. From 2012-2020, Ms. Colosimo served as an Assistant for Water Resources Policy in the ASA(CW) office for Policy and Legislation. She worked a myriad of complex policy matters with an overarching goal of facilitating the delivery of critical infrastructure solutions. In this role, Ms. Colosimo built and maintained important relationships with leaders within the Corps and across the federal government in an effort to facilitate timely resolution of emerging issues, and serve as a foundation for future policy initiatives. Ms. Colosimo served in a number of positions at Corps Headquarters from 2001-2010, including, Assistant Director of Civil Works, Chief Office of Water Project Review and Regional Integration Team Leader. In each assignment, Ms. Colosimo has sought to capitalize on windows of opportunity to resolve legislative challenges, modernize policies and organizational structures.Ms. Colosimo received a Bachelor of Science degree in Civil Engineering from Penn State University, and a Master of Science degree in Policy Sciences from the University of Maryland, Baltimore County. Additionally, Ms. Colosimo is a licensed professional engineer in the State of Maryland. Her achievements include being named the Department of Civil and Environmental Engineering Outstanding Alumni at Penn State University in 2009, and becoming a Fellow of the American Society of Civil Engineers.
