Ms. Kathleen S. Miller was appointed Administrative Assistant to the Secretary of the Army on 28 October 2018. She is the Senior Career Civilian in the Army and is the principal career civilian adviser to the Secretary of the Army for administrative and business matters, including transformational activities in the Headquarters and with the Civilian Workforce. She provides direct support to the Secretary of the Army, Department of the Army, Department of Defense and other Federal agencies with executive services, operations support and support for business activities. She oversees the operation of a field operating agency and a headquarters element comprising of more than 600 civilian and military employees who execute 66 functions for customers in the Army, Department of Defense, and other Federal agencies across geographically dispersed CONUS and OCONUS operating locations.

In her previous position, Ms. Miller served as the Assistant Deputy Chief of Staff (DCS), G-3/5/7. As the civilian deputy to the DCS, G-3/5/7, she provided oversight and guidance to the Strategy, Plans, and Policy; Administration and Resources; Cyber Operations; and Command and Control Support Agency Directorates. Her focus included planning, programming, budgeting, and execution of the DCS, G-3/5/7’s program and budget, manpower, contracts, information technology, facilities and administration, cyber activities, special access programs, sensitive activities programs, and support to agencies outside the Army. She was also responsible for the DCS, G-3/5/7 civilian management and was actively engaged in Army mentoring and development of the force.

Ms. Miller was selected to the Senior Executive Service in the Department of Treasury in 2002.
