WASHINGTON -- The U.S. Army has named Chief Warrant Officer 5 Yolondria Dixon-Carter as the senior warrant officer advisor to the Chief of Staff of the Army. Dixon-Carter becomes the third warrant officer to hold the position since it was first established in 2014.
As the SWOAC, Dixon-Carter will chair the Army Warrant Officer Council, which advises Gen. James C. McConville, Chief of Staff of the Army, and other Army senior leaders on current and future development of the Warrant Officer Cohort.
“The expertise and innovative thinking our warrant officers provide the Army is unmatched,” said McConville. “It's essential that Army senior leaders have the council of these professionals, and Chief Warrant Officer 5 Dixon-Carter is the right person to chair this effort. She is a proven combat leader and tireless champion for our Army's warrant officers across all 17 branches and three components.”
Dixon-Carter will lead ARWOC member discussions on warrant officer policy, culture, topics and initiatives. ARWOC members will initiate, review, analyze and/or make recommendations for warrant officer policy topics and issues; assist the shaping of warrant officer training, education and leader development programs; support warrant officer accession and retention efforts; and transmit, instill and ensure the efficacy of the professional Army ethic throughout the Warrant Officer Cohort.
Members of the ARWOC represent the regular Army, the Army National Guard, Army Reserve, the operating force and the generating force, and each member represents a major Army command, center, direct reporting unit or other organization.
“Our warrant officers provide the technical backbone our Army needs to win in large-scale combat and Multi-Domain Operations,” said McConville. “Warrant Officers are more than just technical experts. They are physically and mentally ready to face any challenge. Through the advice of Chief Warrant Officer 5 Dixon-Carter and the Warrant Officer Council, we’ll continue to better develop our Warrant Officer Cohort, and they will remain the experts we need to meet the complex national security demands placed on our Army.”
A native of Vero Beach, Florida, Dixon-Carter enlisted in 1989 as a personnel actions specialist and was appointed as a warrant officer in April 2002. She is currently serving as the assistant executive officer to Gen. McConville.
Previously, she served as a warrant officer at Fort Detrick, Fort Lee, Fort Stewart, Joint Base San Antonio, and the Supreme Headquarters Allied Powers Europe in Belgium.
Dixon-Carter is a graduate of the Warrant Officer Senior Service Education and Warrant Officer Intermediate Level Education Courses, among others, and she was awarded a Master of Science degree in criminal justice forensics science and psychology from Saint Leo University.
Her deployments include Operation Just Cause, Operation Restore Hope, Operation Iraqi Freedom, and Operation New Dawn.
