Garrison Manager Joseph Moscone handed responsibility of the Detroit Arsenal to Acting Garrison Manager Carrie Mead with Davis D. Tindoll, Jr., Director, Installation Management Command Directorate - Sustainment, officiating the ceremony Dec. 17. This ceremony also marked Moscone's retirement from federal service.

The relinquishment of responsibility ceremony followed time-honored Army tradition where the garrison colors and command authority were passed from leader to leader.

Moscone grew up in Detroit, graduated from Wayne State University and started his government career here as a summer hire close to 40 years ago. Since then, Moscone has worked in a variety of senior level installation management positions in the United States and overseas, and has earned a solid reputation within IMCOM.

"Joe made the organization better than how he found it. His contributions are noteworthy," said Tindoll. "To say that Joe has been a mainstay in IMCOM is an understatement. He is well known and respected by everyone across our command."

"Although we are happy for Joe and Nancy to begin that new chapter, it is also a sad day for IMCOM. We are fare welling one of our most reliable leaders," said Tindoll

Tindoll also offered his thanks to Moscone and his wife Nancy, for a job well done.

He also thanked Carrie Mead for stepping up and accepting the role of Acting Garrison Manager. Tindoll stated that Carrie has earned credibility with her exceptional performance and that she will provide the perfect continuity and stability that is needed with her temperament and positive leadership style.

"Working alongside you every day having the comfort of knowing you were on the leadership to make this last stop the icing on the cake," reminisced Moscone. "You're the glue to our organization, your temperament while handling the most complex of issues has been an inspiration for all. If I could bottle up your personality and share with others what a great gift it would be for all."

Moscone also thanked his family, friends, associates and the Detroit Arsenal. His message touched on the emotions of humility, pride, sadness and gratefulness.

A garrison manager is tasked with operating the installation itself, which allows the organizations that reside on the installation to concentrate solely on their programs and support the Soldier. These duties include all base operations support such as environmental programs, fire protection and law enforcement, facility sustainment and thousands of other various statutory and regulatory obligations. Roads, heating, cooling, grounds maintenance and planning for future growth all fall under the garrison's responsibility.
