FORT KNOX, Ky. -- The U.S. Army Human Resources Command stood up a new Reserve Personnel Management Directorate (RPMD) at its headquarters, Sept. 30, 2019, with the goals of increasing efficiency, transparency and accessibility when processing Army Reserve personnel actions.
Deputy Commanding General Brig. Gen. Twanda (Tia) Young of U.S. Army Human Resources Command and the director of RPMD, explained how establishing this directorate will facilitate increased transparency, collaboration, and support the chief of Army Reserve in the execution of U.S. Title 10 responsibilities while meeting the intent of the Army's Total Force Policy.
RPMD consists of four primary divisions; Army Reserve enlisted and officer personnel management, Army Reserve health services management, and operational and readiness support.
"Each division is responsible for executing new processes and services that garner improving organizational efficiencies while lending itself to better transparency for our customers," said Young. The directorate will encompass better business practices for the full time support force.
The divisions within RPMD manage a myriad of functions to processing personnel actions for Troop Program Units, Active Guard Reserve, Individual Mobilization Augmentee, and Individual Ready Reserve Soldiers.
Establishing the four divisions within RPMD supports the Secretary of the Army's reform initiative that enables getting the right Soldier with the right talent to the right place at the right time.
Young said, while everything that is Army Reserve related may not be found in RPMD, the directorate will serve as a gateway. HRC will continue to provide support outside of the RPMD scope for the Army Reserve population.
"RPMD is part of HRC, it is not an extension," Young said.
"What we had before were layers of red tape that created obstacles for Soldiers and leaders to obtain services in a timely manner," Young said. "We took what made sense to gain efficiencies and combined them in order to make a single entry point for timely responses and services."
RPMD will be prepared for the introduction of integrated personnel and pay system-Army (IPPS-A) online human resources system and be used as a model for the future consolidation of the Active component enlisted and officer divisions.
Launching RPMD is not only beneficial to Soldiers in the Army Reserve but beneficial to the active component by enabling Enlisted Personnel Management Division and Officer Personnel Management Division to focus solely on active component matters.
Young said, "I am excited about having the opportunity to lead this effort and create a legacy that can be built upon to better the organization providing support to its greatest treasure - our Soldiers."
