Lt. Gen. Jason Evans confirmed as Army's new Deputy Chief of Staff, G-9

WASHINGTON -- The U.S. Senate confirmed Lt. Gen. Jason Evans on Sept. 26, 2019, as the Headquarters, Department of the Army's new Deputy Chief of Staff, G-9.

Establishment of the DCS, G-9, formerly known as the Assistant Chief of Staff for Installation Management (ACSIM), reaffirms the Army's commitment to retaining a three-star Army staff officer in the Pentagon dedicated to overseeing the varied and complex installation portfolio. The change from assistant to deputy chief of staff better aligns the position's title with its corresponding three-star rank.

This confirmation and transition complements and enhances the Army's installation reform initiative that began on March 1, 2019, when the Secretary of the Army re-aligned the U.S. Army Installation Management Command (IMCOM) as a major subordinate command of Army Materiel Command (AMC), an Army four-star level headquarters. Additionally, the Secretary of the Army restructured oversight of installation resource programming and budgeting by assigning the AMC Commander as a co-chair with the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E) for the installation management resource programming process.

This transformation to the DCS, G-9, is a critical step that sets the stage for modernizing Army installations with a vison toward installations of the future, reforming industrial-age processes for the information age, and addressing emerging threats and cyber-enabled risks to installations in the strategic-support area of Multi-Domain Operations.

The complementary realignment of IMCOM and designation of ACSIM as the DCS, G-9, provides increased fiscal oversight and facilitates synergy of installation operations across all echelons, from HQDA to the executing garrison commands. Although the core duties of the DCS, G-9, will initially remain the same as those currently performed by the ACSIM, this transition provides further opportunities to restructure and realign processes to emphasize modernization and reform initiatives and leverage the new resourcing governance construct.

The G-9 will serve as principal military advisor to the ASA (IE&E) and the Chief of Staff of the Army. The G-9 also advises the Assistant Secretary of the Army for Manpower and Reserve Affairs on soldier and family readiness support. The G-9 portfolio includes housing, military construction and infrastructure investment, child care, energy and water security, resilience and sustainability, installation environmental management and stewardship, and other installation related concerns.

Lt. Gen. Evans is the 15th general officer designated to serve as Army principal staff advisor for installations. Prior to this appointment, he served as commander of Army Human Resources Command.
