All Department of Defense ID card holders working on post as contractors or vendors may no longer use a DoD civilian, retiree, military or dependent ID card as a way to gain access to the installation for the purpose for which they are employed as a contractor or vendor.

Due to changes to Army Regulation 190-13 which took effect July 27, these individuals are now required to apply for a pass.

According to AR 190-13, chapter 8, paragraph 8-2c(3)(c), "If a retiree, or DoD ID card holder, wishes to gain employment on the installation as a contractor, then that person's "status" will change to a contract employee, which triggers the requirement for an employment background check and an NCIC-III check for access to the installation."

Todd Horton, Physical Security specialist, said when accessing any DoD installation the ID used must match the purpose of the visit.

"If that purpose is commercial or contract related then they must be screened and receive the appropriate pass," Horton said.

He added, "If a retiree accesses (the) installation for purposes such as their personal use of the Commissary, PX, FMWR facilities or activities such as medical appointments that are not commercial, business or contracted then the retiree or DoD ID card holder uses their issued DoD ID card."
